The Network Engineer provides support on matters relating to Joint Collective Training Branch (JCTB) networks, including connectivity states, device configuration and node deployments inclusive of other tasks as directed. The Network Engineer attends J76 meetings as required and engages peer technical teams constructively.


Scope of Work

The Network Engineer:

a. Performs work on the JCTB managed networks.

b. May be required to provide team leader functions, if this is required the appropriate support and/or training will be provided.

c. Complies with JCTB Information Technology Service Management (ITSM) Policy.

d. Proactively uses ITSM toolsets and monitors the tools routinely, responds to Ticketing & Scheduling priorities, annotates tickets with meaningful commentary, reassigns with approval.

e. Consults Defence knowledge repositories to assist with service management tasking.

f. Reports on network device and link states. Monitors tools for hardware or path failures and report on affected links, sites and exercises.

g. Under change control configures routing, switching and firewall hardware and software, leveraging technologies such as Cisco IOS and others.

h. Complimentary skill sets are required for Collaboration service deployments and ongoing operation over JCTB bearers. Also, assists Network Address Translation (NAT) traversal of Voice over Internet Protocol (VoIP) and Video Teleconference (VTC) protocols.

i. Frequently troubleshoots diverse faults with peer teams. Exhausts all fault possibilities and takes ownership of faults localised to own areas of responsibility.

j. Maintains JCTB boundary interfaces. Ensures firewalls managing adjacent network connections only permit traffic using the ports and protocols approved in site Authority to Operate (ATO) documents.

k. Generates Configuration Management Database (CMDB) inputs. Passes Network Configuration Item (CI) state changes to the Configuration Manager and consults where definitions are ambiguous.

l. Appears in Exercise Manning Documents (EMDs) fulfilling TECHCON roles and participates in exercise work routines, including shift routines.

m. Applies Information Technology Infrastructure Management (ITIL) Service Management principles and processes under direction. This includes participation in Change Advisory Boards (CAB), in addition to other processes observed by the organisation.

n. Contributes to JCTB knowledge. Routinely contributes content and technical designs to knowledge repositories, and provides input to JCTB policy, process and procedures on request.

o. Participates in professional development. Identifies opportunities aligned with JCTB objectives, provides supporting artefacts on request and negotiates work release with the Network team. Provides evidence of assessment where Commonwealth support has been provided.

p. Handles Classified Document Registers and classified information in accordance with standing ADF Instructions, including the Defence Security Principles Framework (DSPF) and Australian Government Information Security Manual (ISM).

q. Is responsible for the protection of Commonwealth Intellectual Property (IP) and upholding Defence’s international obligations

r. Is responsible for their personal conduct. This includes productivity, accurate time sheet recording and transparent leave acquittal. The role must also comply with workplace standards set out for Defence in Mandatory Annual Awareness Training (MAAT).

Specific Criteria

The following specific criteria apply to this position:

a. Service Framework certification.

b. Cisco Certified Network Associate (CCNA) vendor certification (Cisco Certified Network Professional (CCNP) vendor certification preferred).

c. 5+ years network industry IT experience, relevant military experience or combination of the two. Alternatively, Tertiary Degree or Vocational qualifications in a closely related discipline.

d. An unrestricted ability to deploy to Australian Defence Force (ADF) military installations in support of constructive training events.

e. Demonstrated ability to communicate effectively with technical peers and frontline IT leadership.

f. Demonstrated ability to conduct themselves in a manner reflective of ADF values
