We are seeking an experienced Project Manager to lead and oversee a U.S. Department of State Overseas Buildings Operations (OBO) project in Africa and Asia. The Project Manager will be responsible for overall project execution, including schedule, cost, quality, and compliance with OBO standards, local codes, and U.S. Government requirements. This role demands strong leadership, coordination with international and local stakeholders, and the ability to deliver results in a complex diplomatic mission environment.



Key Responsibilities:

  • Provide overall leadership and management of the project, ensuring compliance with OBO Standard Specifications, FAR regulations, and EM 385-1-1 safety requirements.
  • Develop and manage the project execution plan, baseline schedule (Primavera/MS Project), cost tracking, and risk management strategies.
  • Coordinate with Embassy staff, OBO representatives, subcontractors, and local authorities to ensure smooth project execution.
  • Oversee design, procurement, construction, and commissioning phases, ensuring delivery within approved budget and schedule.
  • Lead progress meetings, technical reviews, and stakeholder communications, preparing regular status and financial reports.
  • Ensure strict adherence to security, safety, and quality control standards in accordance with OBO and local host country requirements.
  • Manage subcontractor performance, contracts, and change orders while maintaining positive relationships.
  • Provide mentorship and oversight to site teams, ensuring effective use of local workforce while maintaining productivity, cultural sensitivity, and U.S. Government expectations.


Qualifications:


  • Bachelor’s degree in Engineering, Construction Management, or related field (master’s degree preferred).
  • Minimum 10–15 years of progressive project management experience in construction, including international projects or U.S. Government-funded work.
  • Proven track record managing design-build or renovation projects for diplomatic missions, U.S. Government, or comparable complex environments.
  • Strong knowledge of U.S. codes (NFPA, NEC, ASTM, etc.), OBO standards, and host country building regulations.
  • Demonstrated ability to manage multinational teams and subcontractors, including experience with local manpower in Africa.
  • Excellent communication, negotiation, and leadership skills.
  • Certifications such as PMP, CCM, or OSHA 30-hour (Construction) are highly desirable.
  • Previous experience in West Africa or challenging overseas environments is a strong advantage.
