🇬🇧 Freelance PMO – Cybersecurity Roadmap (Operational Technology) (ZZP)

The Role

As PMO, you’ll be the key link between program management, project teams, and all major stakeholders. You’ll strengthen the governance and professionalization of the cybersecurity program and help optimize operational excellence across both IT and OT domains.

This is a role with high autonomy — you’ll bring your own best practices, take ownership of key initiatives, and shape how the program operates.

Your Responsibilities

• PMO Setup & Optimization: Establish and continuously improve the temporary Project Management Office, defining best practices and governance.
• Financial Control: Manage budgets, forecasts, and financial oversight, coordinating closely with Procurement and Finance.
• Planning & Roadmapping: Develop and maintain the program roadmap, milestones, and deliverables while proactively managing risks, issues, and dependencies.
• Reporting & Communication: Deliver clear and structured progress reports to Steering Committees and Senior Management. Prepare communication materials for both internal and external stakeholders.
• Coordination & Handover: Oversee external hires, maintain documentation standards, and ensure a smooth handover of deliverables into the operational organization.
• Hands-on Projects: Lead or support smaller projects or workstreams within the cybersecurity roadmap as needed.

Your Profile

• Proven experience setting up and running PMOs within cybersecurity or complex ICT programs.
• Strong background in ICT project coordination (experience with Operational Technology is a plus).
• Preferably experience within or with public sector organizations.
• Broad understanding of cybersecurity, ICT, and business operations, balancing People, Process, and Technology.
• Highly self-driven, structured, and results-oriented with a proactive mindset.
• Excellent communicator with strong analytical and advisory skills.

De Functie

Als PMO ben jij de spil tussen programmamanagement, projectteams en alle belangrijke stakeholders. Je draagt bij aan de governance, structuur en professionalisering van het cybersecurityprogramma, met focus op zowel IT als OT.

Je krijgt veel ruimte om jouw eigen expertise en best practices toe te passen. Jouw aanpak maakt het verschil!

Jouw Verantwoordelijkheden

• PMO-opzet & optimalisatie: Je richt het tijdelijke Project Management Office in, voert het uit en verbetert continu de werkwijze.
• Financiële controle: Je bewaakt budgetten, verzorgt financiële rapportages en stemt af met Inkoop en Control.
• Planning & Roadmap: Je stelt de programma-roadmap en mijlpalenplanning op, signaleert risico’s en volgt actiepunten op.
• Rapportage & Communicatie: Je verzorgt heldere rapportages voor Stuurgroep en Senior Management en communiceert gericht met stakeholders.
• Coördinatie & Borging: Je coördineert externe inhuur, beheert documentatie en zorgt voor een goede overdracht van resultaten.
• Hands-on projecten: Waar nodig neem je leiding over kleinere projecten of werkpakketten binnen het programma.

Jouw Profiel

• Aantoonbare ervaring in het opzetten en uitvoeren van PMO’s binnen cybersecurityprogramma’s of complexe ICT-omgevingen.
• Ruime ervaring met ICT-projectcoördinatie (ervaring met Operationele Techniek is een pré).
• (Pré) Ervaring binnen of met overheidsinstellingen.
• Brede kennis van ICT, cybersecurity en bedrijfsvoering, met aandacht voor mens, proces en techniek.
• Zelfstandig, analytisch sterk en resultaatgericht.
• Uitstekende communicatieve en adviesvaardigheden.
