We are seeking a highly skilled, experienced, and motivated Manager, Project Management Office to join us at WCLC. This role is crucial in leading our project management team to deliver strategic initiatives through effective project and portfolio management practices. You will ensure alignment between business objectives and project execution, promote governance and standardization, support continuous improvement, and grow personal and collective skillset across project delivery processes.

Key Responsibilities


Project Management Leadership:

  • Lead and manage the project management team.
  • Develop, implement, and continuously improve project management frameworks, methodologies, and best practices. Including aligning with other organizational systems and processes as needed.
  • Align project management activities with organizational strategy and enterprise portfolio priorities
  • Provide ongoing coaching, mentoring, and feedback to support individual growth and career development.
  • Model emotional intelligence and adaptive leadership, especially in times of change or ambiguity.
  • Promote cross-functional collaboration and knowledge sharing across teams and departments.


Governance & Standards

  • Establish and ensure project governance, including templates, tools, and reporting standards.
  • Monitor compliance with project management policies and procedures and identify opportunities to improve / streamline.

Project Oversight & Support

  • Oversee the planning, execution, and delivery of key projects and programs.
  • Provide guidance and support to project teams to ensure successful outcomes.
  • Resolve escalated issues and remove barriers to project success.

Stakeholder Engagement

  • Collaborate with business leaders, sponsors, and cross-functional teams to ensure alignment and transparency.
  • Communicate portfolio performance and strategic insights to senior leadership.

Continuous Improvement

  • Drive maturity in project management capabilities across the organization.
  • Identify opportunities for process optimization and automation.
  • Lead continuous improvement and change initiatives related to project management practices.

Qualifications:

  • Bachelor’s degree in Business Administration, Project Management, or related field
  • PMP, PgMP, or equivalent certification strongly preferred.
  • 7+ years of experience in project/program management, with 3+ years in a people leadership role.
  • Proven experience in establishing or maturing a PMO function.
  • Strong knowledge of project management methodologies (e.g., PMI, Agile, Lean).
  • Excellent leadership, communication, and stakeholder management skills.
  • Proficiency in project portfolio management tools (e.g., MS Project, Smartsheet, Jira, etc.).

WCLC is the non-profit organization authorized to manage, conduct, and operate lotteries – at retail and online – and other gaming-related activities for the governments of Alberta, Saskatchewan, and Manitoba as well as the Yukon, Northwest Territories, and Nunavut. We work closely with our provincial partners to bring a first-rate lottery experience to our players and meet their changing needs with new technology and tools.
