Job Description – Senior HSE Advisor


Reporting to: QHSE Director


Direct supervisor: Senior QHSE Engineer


Roles and Responsibilities

To ensure that both MEC Head office and various construction / PMC site activities are carried out in compliance with client and statutory Health, Safety, and Environmental (HSE) requirements. The Senior HSE Advisor will be responsible for implementing HSE plans, conducting inspections, promoting safe work practices, and ensuring continual improvement in HSE performance at both MEC Head office and its various construction sites.

Provide assistance to establish Occupational Health Safety and Environmental requirements and facilitate in the development, implementation and maintenance of the HSE Management System that complies with the requirements of ISO 14001:2015 and ISO 45001:2018 international standards.


Specific Tasks:

A. HSE Implementation & Compliance:

  • Ensure compliance with company, client, and local regulatory HSE requirements at all times.
  • Assist the respective Project Manager (both MEC HO and at various client sites) in preparation and implementation of the project specific HSE Plan and associated procedures.
  • Participate in the development of Job Safety Analyses (JSA), Risk Assessments, and Method Statements for all critical safety activities for various sites.
  • Verify that work permits (PTW) are issued and used correctly before commencing high-risk activities at site.
  • Monitor contractor HSE performance and ensure compliance with agreed HSE standards in each contract.
  • Provide technical supervision and guidance to Site HSE Engineers deployed across multiple PMC-managed project sites.
  • Coordinate with Project Managers and client HSE representatives to resolve site HSE issues and ensure prompt closure of audit findings
  • Ensure that each Site HSE Engineer is implementing the project specific HSE Plan, Method Statements, and Risk Assessments in line with both MEC and client (PMC) requirements by regularly visiting various interior site locations.


B. HSE Inspections & Audits:

  • Conduct regular office and site inspections and audits, hazard spotting, and safety walks to identify unsafe conditions, acts, or near misses.
  • Record findings and ensure that corrective and preventive actions are implemented promptly.
  • Conduct regular in internal/external HSE audits and participate during client inspections / audits.
  • Ensure that a specific risk assessment and method statement (HEMP) are prepared and approved before the start of any site activities including MEC subcontractors.
  • Monitor that site HSE Engineers are carrying out daily inspections, toolbox talks, and permit-to-work verifications at their respective locations
  • Check those protective systems (e.g., shoring, benching, or sloping) are in place to prevent trench collapse at various sites.
  • Coordinate with PMC HSE representatives to address site-specific HSE concerns, client observations, and audit findings.

C. Incident Management (both MEC HO and at various sites)

  • Report all accidents, incidents, and near misses immediately as per the company’s incident reporting procedure.
  • Assist in incident investigation, root cause analysis, and ensure closure of corrective actions.
  • Maintain incident records and contribute to monthly HSE performance reports.


D. Training & Awareness

  • Conduct HSE inductions for all new joiners and also ensure fire drills are conducted / closed on time.
  • Arrange on time HSE trainings and client medical examination for all employees prior to site visit
  • Organize and deliver toolbox talks prior to employees site visits, HSE meetings, and refresher training on relevant safety topics.
  • Promote HSE awareness and foster a strong safety culture among the workforces.


E. Emergency Preparedness

  • Ensure emergency response plans are implemented, understood, and tested periodically through mock drills (both at MEC HO and its various sites).
  • Check that firefighting and first aid facilities are maintained and accessible.
  • Act as the HSE focal point during any emergency situation until relieved by authorized personnel.


F. Documentation & Reporting

  • Maintain up-to-date records of HSE inspections, incident reports, and HSE training.
  • Prepare daily, weekly, and monthly HSE reports and submit them to the Project and QHSE Departments.
  • Ensure HSE boards, signage, and safety communications are displayed and updated regularly.


G. Additional tasks

  • To manage and monitor all site journeys to / from interior site locations under various contracts, in compliance with the OPAL Road Safety Standard and PDO SP-2000 requirements.
  • To establish yearly HSE objectives and carry out review of HSE objectives on half yearly basis
  • To carry out HSE Toolbox Talks for each site visits and maintain TBT records for the same.
  • To carry out ergonomics check for office building and highlight improvement measures
  • To be the focal point and the facilitator for the International Standards and client standards, maintain the latest revisions in p-drive.
  • To update the HSE Training Matrix of the staff (including training matrix for safety fire wardens / first aiders / safety coordinators) on a regular basis and maintain the same up to date.
  • To Coordinate with procurement team for all third party/vendor dealings/documentation as and when required.
  • To coordinate with external transport provider (Al Sumri / Al Maha) and collect necessary data (KM’s/IVMS/RAG reports etc) on a monthly basis for timely reporting.
  • To act as a focal point for HSE KPI reporting, organizing HSE awareness sessions to employees and to ensure timely closeout of all HSE related non-compliances and customer complaints.
  • To coordinate with MEC office building landlord and collect building maintenance records including CR/ ROP Civil defense approval letters on a regular basis and Elevator, Electrical/Plumbing, Fire Fighting equipment maintenance records etc on a monthly basis and update respective P drive folders accordingly each month.
  • To conduct regular meetings with building landlord’s maintenance team, Safety Coordinators, Fire Wardens, First Aiders to discuss on HSE related matters.
  • To maintain and distribute updated HSE safety statistics on a monthly basis in the respective P drive folders with all necessary evidence including safety records of MEC and its subcontractors to clients, government authorities on time and as agreed / applicable.
  • Ensure all other HSE related tasks and targets set by the department manager are archived within the stipulated timeframe.

Job Requirements:

Qualification:

  • Bachelor’s degree in any discipline with a Lead Auditor certification in ISO 45001:2015, ISO 14001:2015 international standards and NEBOSH General Certification.
  • OSHA / IOSH Managing Safely (preferred).
  • First Aid and Fire Warden certifications (advantageous).


Experience:

  • Minimum 10 years in HSE management system within construction, oil & gas, and water, power, infrastructure projects.


Knowledge:

  • Omani HSE legislation and PDO/major client HSE standards.
  • Construction site safety practices (excavation, lifting, scaffolding, confined space, electrical works etc.).
