The Luxembourg National Data Service (LNDS) is an established and financed organization by the Luxembourgish government in November 2022. Our mission is to facilitate and promote the generation of value from public sector data in Luxembourg (and support at the Europe level), aligning with the government's vision to position the country as a leader in the data economy.


Collaborating closely with public stakeholders and industry partners, we create data spaces to enable efficient and responsible data reuse, playing a vital role in establishing a thriving research and innovation ecosystem. As a provider of services, we support the sharing and reutilization of data for both public and private data partners.


Additionally, we are committed to becoming a key contributor to the European Data Spaces, outlined in the European Commission's data strategy. By harnessing the potential of data, we aim to accelerate Luxembourg's economic, ecological, and societal transitions in smarter and more sustainable ways.

We are fast growing, from 7 initial employees in 2022 to 34 in December 2023, we have grown to a team of 63 by June 2024.


We want you to play a key role in supporting the value creation of data for our users' (data partners)’ projects from both internal and external data sources. This will include but is not limited to analyzing data analysis goals, developing analysis plans, identifying analysis methods, improvement of data quality, enhancing data richness. You will work closely with a diverse team of data analysts, curators, data scientists, data stewards and data engineers. Together, you will define and deliver projects for our data partners and develop scalable and reusable solutions for common data challenges.


As a senior Data Scientist (3 open positions), your primary role will be to be responsible for data service development and delivery in service projects and innovation projects. You will own some of the data services, data projects as well as technical products related to this capacity. You will also be an active contributor to the development of tools and products to improve our services development and delivery.



What you will do


  • You will drive and contribute to the development of LNDS’s data services related to data content and data processing, including but not limited to data standardization, data enrichment, data pseudonymization, data analysis and visualization. This includes the design, implementation, documentation and preparation of dissemination and training materials of the services.
  • You will be responsible for the delivery of data services to our data partners (service users) .
  • You will engage with project partners to understand their data challenges and conceptualize data project ideas targeting those challenges.
  • You will drive and contribute to the data project discussion, plan the project tasks, as well as implement some of these tasks.
  • You will drive LNDS’ contribution to innovation projects funded via third-party funding (e.g. EC) by representing LNDS in project meetings, leading or contributing to project development and deliverables/reports.
  • You will participate in the design of the LNDS tools related to data services and provide requirements and suggestions to the developing team.
  • You will contribute to the LNDS’ knowledge hub, and drive the content development related to data analysis methodologies, training materials, and documentation.
  • You will train and supervise less experienced team members.



Who you are:


Required


  • You have an MSc or PhD in science or technology, preferred domains: finance, social/economic sciences, computer science, energy, transportation, space, health, or any related data-heavy fields.


  • You have 6-10 years of relevant experience in the following areas and fulfill at least 3 out of the following qualifications:
  • You have experience in data curation, data standardization, or data quality assurance in collaborative projects or services.
  • You have experience in the whole life cycle of data analysis (e.g. identifying analysis goals and requirements, developing concepts, developing analysis plan, identifying methodologies, performing analysis, communicating outcomes as report/publication/presentation).
  • You have good knowledge of data models, data standards, and ontologies.
  • You have experience in advanced statistics, data analysis methods (e.g. machine learning), and data visualization.
  • You have experience in multi-party R&D consortia funded under EC programs.


  • You have a working knowledge of the command line shell and at least one (scientific) programming language (pref. Python or R).
  • You have excellent scientific and technical writing skills (documentation, report, etc.).
  • You have excellent verbal communication skills in English.



Optional (considered as advantages)


  • You have experience in developing training programs and training materials.
  • You are passionate about training/teaching.
  • You have a working knowledge of code management tools (Github, Gitlab).
  • You have a working knowledge of FAIR data principles.
  • You have a working knowledge of one of Luxembourg’s official languages (French, German, or Luxembourgish).
