Job Title: Senior Digital Transformation Manager - HR
Job Location: Dubai
Role Summary:
The Senior Transformation Manager is responsible for driving successful end-to-end delivery of the P&O technology project portfolio. Operating at the intersection of P&O, PureCS, and business transformation, this role ensures that all HR Digitization-related initiatives are well-governed, aligned to strategy, and delivered to scope, time, and quality expectations.
This position provides PMO leadership across product domains, enables process owners, business unit champions and product owners with the right delivery tools, and maintains visibility of progress, risks, interdependencies, and resource allocation across the P&O transformation roadmap. The role works in close partnership with P&O CoEs, Product Owners, PureCS, and Business Units across Purehealth.
Key Responsibilities:
Portfolio Governance & Project Delivery
- Manage the full P&O Digital project portfolio, lead the program/project lifecycle from initiation through execution and closure using formal governance (business case, PID, RAID logs, status reporting)
- Track project milestones, deliverables, budgets, dependencies, and benefits realization
- Partner with Product Owners to integrate agile delivery into broader project milestones and release plans
- Support business case development, strategy planning, roadmap iterations, benefits and change management across the P&O Digitization roadmap.
Process Re-engineering & Functional Design
- Lead end-to-end HR process reviews (recruitment, onboarding, performance, learning, workforce planning, etc.) to identify inefficiencies, pain points, and opportunities for automation.
- Translate process changes into functional requirements for HRIS systems (Oracle Fusion, Phenom, ServiceNow, etc.), ensuring alignment between business needs and technical configuration.
- Partner with IT and vendors to validate requirements, support system design workshops, and oversee UAT to confirm business outcomes are met.
- Work with Data & Analytics teams to embed data-driven insights into redesigned processes, including dashboards and quality KPIs.
Recruitment & Onboarding Transformation
- Drive transformation of the end-to-end recruitment lifecycle (identify, source, engage, convert, pre-boarding) to reduce time-to-hire and improve candidate experience.
- Re-engineer onboarding and global transfer processes to remove bottlenecks (e.g., absence eligibility, regulatory clearance, dotted-line approvals).
- Implement automation and AI-enabled tools (Phenom, MakiPeople, Oracle Journeys) to enhance CV filtration, reference checks, offer management, and onboarding orientation.
- Partner with TA and Onboarding teams to ensure processes are digitized, auditable, and integrated across platforms.
Planning, Tools & Delivery Enablement
- Maintain project templates, risk registers, action logs, project status reports, and dashboards
- Standardise planning practices across digital delivery teams, including RAID management, resource forecasts, and financial tracking
Requirements:
- Bachelor’s degree in HR, Business Administration, or Information Systems (Master’s preferred). Certifications such as PMP, PRINCE2, or Agile/Scrum Master are an advantage.
- 10–12 years of experience in HR transformation or digital HR programs, with proven delivery of large-scale technology initiatives (Oracle Fusion).
- Strong understanding of HRIS systems, automation tools, and project management platforms with hands-on PMO governance experience.
- Demonstrated ability to lead cross-functional digital projects, influence senior stakeholders, and align HR technology delivery with strategic objectives.
- Excellent in process re-engineering, change management, and data-driven decision-making, with strong communication, analytical, and problem-solving capabilities.
