- SUMMARY NATO’s International Staff (IS) Human Resources (HR) Office is comprised of five pillars: Talent Management and HR Integration (TMHRI); Staff Services (StS); HR Policy and Strategy Coordination (IS and NATO-wide HR policy); Data Analytics Leave & PMIS Support; and the Medical Service. The HR Policy and Strategy Coordination (PSC) Section is responsible for developing HR Policies and HR Strategy applicable for the employment of staff in NATO. The Section stays abreast of contemporary developments in HR and coordinates with HR Managers in all NATO bodies as well as with HR experts in the Coordinated Organisations to develop and improve upon the employment framework for all NATO international civilian staff. The Section provides, through the NATO Human Resources Director, expert and executive advice to the Secretary General and other Heads of NATO bodies, senior leadership and HR Managers within NATO. Under the overall responsibility of the Head PSC, the incumbent supports the Human Resources Office in the design or adaptation of HR policies contributing to IS and NATO-wide change and modernization initiatives. They will assist in the implementation of HR projects.
- QUALIFICATIONS AND EXPERIENCE
The incumbent must:
- possess a university degree or equivalent level of qualification, in HR, labour law, organisational management or other relevant fields;
- have at least 2 years of relevant professional experience in HR policy drafting and analysis (such as, but no limited to, the employment framework, talent management, compensation and benefits, etc.);
- demonstrate ability to assess policy maturity, identify gaps and propose improvements;
- demonstrate experience in researching and comparing HR practices with other international organisations or national administrations;
- possess excellent written and oral communication skills;
- have good interpersonal and communication skills demonstrated in a multi-cultural environment and complex governance structure;
- demonstrate strong drive for teamwork, customer service attitude, and flexibility;
- possess very good organisational and prioritisation skills;
- demonstrate proactivity and ability to meet challenging goals, and the capacity to manage stress;
- have advanced competence in the use of Microsoft office and collaboration software;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one and III (“Intermediate”) in the other.
The following would be considered an advantage:
- knowledge of NATO’s Civilian Personnel Regulations or comparable HR regulatory frameworks;
- good knowledge of NATO HR staff rules, procedures or similar knowledge in an international organization;
- experience in a field of NATO core business (international relations, political affairs, defence, security, etc) and/or a functional area of other HR clients (e.g. IT, finance, etc.).
- MAIN ACCOUNTABILITIES
Contribute knowledge to the review and structured evolution of HR policies, ensuring alignment with best practices across international organisations. Create policy maturity models to assess current situation and recommend phased improvements (from compliance based to strategic HR policies). Contribute to the drafting of HR policies and procedures ensuring coherence with the NATO Civilian Personnel Regulations and consistency across HR domains.
Project Management
Ensure projects are delivered on time, consistent with the NATO Civilian Personnel Regulations, and strategically impactful. Conduct research and provide risk/impact assessments of proposed reforms.
Stakeholder Management
Liaise with subject matter HR experts under the supervision of the Head PSC. Act as a back-up minute writer to committees and working groups dealing with HR policies, administrative procedures such as the subordinate Advisory Panel on Administration Working Groups. Develop high-quality documentation to support approval of the work of the committees. Facilitate team interaction and maintain a customer service-oriented culture focused on customer satisfaction.
Knowledge Management
Ensure accurate documentation, archiving and accessibility of all HR policy-related material including policy lifecycle tracking. Develop user-friendly communication tools and dashboards to improve awareness and understanding of HR policies. Contribute to the improvement of the NATO-wide on-line Administrative Information System (OASIS). Support the Section by capturing lessons learned and maintaining updated OASIS.
Expertise Development
Monitor international best practices and benchmark HR policies against peer organisations (EU, UN, etc.) and national administrations. Propose innovative HR policy approaches to improve service delivery, organisational agility, and efficiencies. Support the Head PSC in developing policy capability within the Section. Propose, discuss and implement, as appropriate, initiatives to improve the work and expertise of the PSC.
Information Management
Research, compile, manage and analyse data required to manage HR policies and projects. Improve the internet/intranet for main information. Support internal communication plans related to the development of new HR policies, processes and procedures, ensuring that all stakeholders are consulted and informed in a timely manner. Contribute to the optimisation of the information flow, particularly related to the various PSC projects and initiatives.
Perform any other related duty as assigned by the Head PSC.
- INTERRELATIONSHIPS The incumbent reports to the Head PSC within the NHR Office. They maintain good working relationships with other staff across the HR Directorate and other NATO bodies. They attend various meetings including the DPRC, JCB, AP as directed by the Head. Direct reports: N/A Indirect reports: N/a.

- CONTRACT
Contract clause applicable:
This post is required for a limited period to support a project. As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 3 years’ duration , which may be renewed for a period of up to 3 years if required to support this project.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3 years definite duration contract will be offered, which may be renewed for a period of up to 3 years if required to support this project, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
