Background
The position is located in the Department of Safety and Security of Ukraine. This position is locally administered by UNDP and is financed by the United Nations Department of Safety and Security (UNDSS) from the Local Cost Share Security Budget (LCSSB). The contract may be extended subject to the availability of funds, satisfactory performance, and continuing need for the post.
Under the supervision of the Training Coordinator and overall guidance of the Deputy Chief Security Adviser (Deputy CSA), the Field Security Associate (Training) assists in the conduction of security training in Ukraine.
Duties And Responsibilities
Within limits of delegated authority and depending on location, Field Security Associate (FSA) - Training at this level may be responsible for the following duties: (These duties are generic and may not be performed by all Field Security Associates).
- Provide Security Trainings Coordination and Delivery
- Contributes to the planning, organization and delivery of security training courses including Safe and Secure Approached in Field Environment (SSAFE), Individual First Aid Kit (IFAK), Emergency Trauma Bag (ETB), Women Security Awareness Training (WSAT), and Field Security Associate (FSA) Training.
- Provides administrative and logistic support for all aspect of the training arrangements.
- Liaises with conference manager for booking of training room and facility.
- Communicates timely with practical training ground manager.
- Assists in the preparation of IFAK/ETB/SSAFE training aids.
- Coordinates the co-facilitation of training with other trainer(s) from UN Agencies, Funds, Programmes and Organizations (UNAFPOs).
- Provides support in liaising with INGOs regarding security training assistance as part of Saving Life Together (SLT)_ framework.
- Assists in maintaining/updating training repository and data in SharePoint.
- Prepares and develops training package (including translation).
- Conducts in-person IFAK/ETB/SSAFE training in field locations as required.
- Assists FSCO in preparing monthly training reports.
- Arranges IFAK sessions for the certification of new IFAK instructor candidate.
- Conducts practical and written assessment for IFAK and ETB.
- Monitor Security Information and Coordination
- Assists the Chief Security Advisor/FSCOs in collecting, updating, and communicating information regarding the security situation in the Area of Responsibility ( AoR):
- Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the area of operation;
- Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation;
- Communicates information on security issues to the heads of United Nations agencies and provides host country security advice to UNDSS, as required;
- Maintains regular contacts with Security Focal Points of UN agencies;
- May be requested to provide technical assistance at Area/Security Management Team meetings.
- Assist in Security Planning and Monitoring
- Assists in maintaining the Security Plan, including updating staff lists:
- Helps in the preparation and review of the UN Security Plan;
- Supports actions during the implementation of the Security Plan, as required.
- Assists with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process for the AoR.
- Assists in reporting security incidents affecting UN staff, offices, and assets, and assists in the preparation of security reports, such as the Security Incident Report and other Security Assessments.
- Monitor the security compliance of UNDP premises and international staff residences
- Provides support in conducting security evaluations and provides advice on Residential Security Measures of UN staff, as well as on latest trends and threats to staff safety and security; Establishes and maintains warden system and keeps update of information related to UN offices and residences;
- Administers a pass and ID system;
- Maintains liaison with commercial companies used for UN security at offices and residences in order to facilitate the effective and efficient use of the guard force.
- Maintains routine and confidential correspondence files/documents;
- Maintains a database on contact details of host country security authorities;
- Arranges appointments, receives visitors, places, and screens telephone calls with discretion, and takes minutes and/or notes at meetings.

Skills And Experience
Min. Education requirements
- Secondary Education is required.
- University degree (Bachelor’s degree) in in Political Science, Military Studies, Security Management, Management or a relevant field would be given due consideration but it is not a requirement.
- Applicable security, police and/or military training is desirable.
- Minimum six (6) years with secondary education or three (3) years with bachelor’s degree of working experience in the field of safety and security management or security training in the public or private security service areas is required.
- Solid computer skills (MS Word, Excel and PowerPoint, etc.) are required.
- A valid driver’s license (category B, C1) within Ukraine is required.
- Prior experience on conduction of IFAK or ETB training.
- Prior experience on support or conduction of other security training.
- Prior experience with the UN system or an international NGO.
- Prior UNDSS FSA certification.
- Fluency in English and Ukrainian are required.
- Knowledge of Russian is desirable.
