TITLE: Project Manager - İstanbul and out of emergency response areas TEAM/PROGRAMME: Programme Operations LOCATION: İstanbul with frequent travels to other

cities

GRADE: 3 CONTRACT LENGTH:

6 Months

CHILD SAFEGUARDING:

Level 3: the post holderwill have contact with children and/oryoung people either frequently (e.g. oncea week or more) or intensively (e.g. fourdays in one month or more or overnight) because they work country programs; or are visiting country programs; or because theyare responsible for implementing the police checking/vetting process staff.

ROLEPURPOSE:

Under the supervision of the Head of Program Operations, Project Manager Istanbul will supervise and provide leadership for expanding, multi-sector program team in Istanbul and other proximate cities may have projects nearby future. The Project Manager Istanbul is responsible for ensuring high quality implementation of a wide range of programming acrossa range of sectors andcommunities. In theevent of a major humanitarian emergency, the role holderwill be expected to work outside the normal roleprofile and be able to vary workinghours accordingly.

KEY AREAS OF ACCOUNTABILITY:


  • Manage all program implementation in the respective area, oversight of project implementation plans, assessprogress of implementation of activities against plans on monthlybasis, and document the progress and action corrective measures as and when required. Take the lead in demonstrating practices for quality program implementation.
  • Supervise and coordinate all implemented programs at field level;
  • Ensure that the team uses PRIME tools and the ongoing projects are PRIME compliant

  • With the support of the programdevelopment and qualityteam, including MEAL and Technical Advisors, design and manage all programs in line with quality standards and guidelines and Save theChildren policies and strategy;
  • Line manages and support Project staff as first lines
  • Facilitate the coordination within the organization at programs and support levels.
  • Represent TCO in Istanbul and other out of emergency response areas; and engage discussions with key partners, coordination fora, local authorities etc.
  • Promote synergies andensure the overall coherence and relevance of multi-sectoral response;

  • Ensure that all programs properly retain program learning for future programming and that all key lessons and information are documented;
  • Ensure with theprogram team thatthe capacity of national staffand team resilience, to changing context and subsequent changesin management arrangements, is built.
  • To support the design of project budgets, prepare annual expenditure forecasts, ensure adherence to planned expenditure projections (for KPI1 and KPI2), and coordinate with the Finance Department to submit monthly Expenditure forecasts in a timely manner (2 times a month).
  • Develop and maintain detailed implementation and procurement plans.
  • To work in close collaboration and coordination with other departments (Supply Chain, PDQ, and Financ
  • Ensure that all projects haveclear indicators aligned with Save theChildren global standards, usefuland accurate baseline data and stafffriendly reporting formats.
  • Ensure donor reporting, evaluation (including impact evaluation), and documentation.
  • Ensure that countrystrategy and theannual country plansare implemented and reviewed in line withthe regional andglobal strategies.
  • Maintain clear overview of the security, political and legalcontext.
  • Ensure appropriate participation of staff in program management and decision making and raise necessary issuesat Senior Management Team meetings
  • Play a key role in partners' capacity assessment and development for building national

    civil society.

    Staff Management, Mentorship and Development
  • Ensure appropriate staffing within the team.
  • Ensure that all team staffunderstand and are able to perform theirroles in humanitarian programmes.
  • Manage team, define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Incorporate staff development strategies and Performance Management Systems into team building process. Establish result-based system and follow up.
  • Manage the performance of all staffin the teamthrough effective use of the Performance Management System including the establishment of clear, measurable objectives, on- going feedback, periodic reviews and fair and unbiased evaluations.

    QUALIFICATIONS AND EXPERIENCE AND SKILLS

    Essential
  • Substantial experience working with a humanitarian/ development organization
  • University degree in related academic discipline or equivalent work experience.
  • Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
  • Solid experience in grant management, including budget holding and donor reporting.
  • Substantial understanding or proven experience of security management issues.
  • Ability to produce high quality reports in English.
  • Representational, political awareness and advocacy skills.
  • Ability to work with limitedsupervision from line manager.
  • Experience of workingwith partners and a participatory approach.
  • Fluency in written and spoken English and computer literate.
  • Commitment to and understanding of Save the Children's aims, values and principles
