Job Description:
The Agile Coach will support the Case Management Modernization (CMM) Program for the Administrative Office of the U.S. Courts (AO), enabling large-scale Agile and SAFe adoption across multiple Scrum and DevSecOps teams. This role provides hands-on coaching, training, and facilitation to teams, Product Owners, and leadership to strengthen Agile maturity and delivery performance across the CMM Dev modernization initiative. The Agile Coach ensures that Lean-Agile principles, collaboration, and continuous improvement practices are embedded into the culture of the program to drive consistent and predictable outcomes.
Key Responsibilities:
- Lead and guide Agile transformation efforts across development, testing, and cloud engineering teams supporting CMM modernization.
- Coach Scrum Masters, Product Owners, and cross-functional teams on Agile and Scaled Agile Framework (SAFe) practices to ensure consistent adoption.
- Facilitate Agile ceremonies (daily standups, retrospectives, sprint reviews, backlog refinement, PI Planning) as needed to model effective execution.
- Develop and deliver Agile training materials, playbooks, and best-practice frameworks tailored to the CMM App Dev environment.
- Partner with the Release Train Engineer (RTE) and program leadership to align Agile practices with federal delivery and compliance standards.
- Identify, track, and resolve organizational impediments that hinder Agile adoption or team performance.
- Conduct Agile maturity assessments and provide recommendations for improvement across teams and program functions.
- Collaborate with leadership to define and implement metrics and KPIs to measure Agile performance, team health, and value delivery.
- Support implementation of continuous improvement and DevSecOps-aligned Agile processes in coordination with Architecture, Cloud, and QA teams.
- Foster a culture of servant leadership, empowerment, transparency, and collaboration within all CMM development teams.
- Agile Transformation Roadmap: Includes training plans, team maturity models, and process adoption milestones.
- Agile Playbooks and Training Deliverables: Customized artifacts supporting SAFe, Scrum, and Kanban practices.
- Agile Metrics Dashboards: Velocity, sprint burndown, predictability, and team engagement reports.
- Coaching and Retrospective Reports: Documented outcomes, lessons learned, and improvement recommendations.
- 100% of CMM teams trained and practicing consistent Agile ceremonies.
- Achieve ≥90% adherence to defined Agile practices across program teams.
- Demonstrated 20% improvement in sprint predictability and throughput over two consecutive PIs.
- Increased Agile maturity score across all teams by at least one level within 12 months.
- 14+ years of IT program or product delivery experience, including 10+ years as an Agile Coach in large-scale or federal modernization programs.
- Proven expertise implementing SAFe, Scrum, and Kanban frameworks in multi-team Agile environments.
- Strong experience in Agile transformation and scaling practices within regulated or compliance-driven organizations.
- Deep understanding of Agile metrics, team dynamics, and servant leadership.
- Experience mentoring teams and leadership to adopt Lean-Agile values and continuous improvement mindsets.
- Familiarity with Agile tools such as Jira, Rally, Azure DevOps, or VersionOne.
- Excellent facilitation, communication, and conflict-resolution skills.
- Bachelor’s Degree in Information Systems, Business, or related field (Master’s preferred).
- Experience in federal Agile environments with multiple vendors and distributed teams.
- Knowledge of DevSecOps, CI/CD practices, and cloud-native delivery workflows (React/NodeJS, AWS).
- Familiarity with organizational change management and Agile coaching models (ICAgile, SAFe, Lean).
- Background in performance improvement and transformation consulting
- SAFe Program Consultant (SPC) – required.
- Certified Scrum Professional (CSP) or Certified Enterprise Coach (CEC) – preferred.
- PMP or PMI-ACP – advantageous.
- ICAgile Certified Coach (ICP-ACC or ICP-ATF) – beneficial.
- Jira, Azure DevOps, Rally, Confluence, Miro, LucidSpark.
- Metrics and reporting tools: Power BI, Tableau, Jira Align dashboards.
- Collaboration tools: MS Teams, SharePoint, ServiceNow Agile.
- 12+ years of general experience in information systems
- 10+ years of specialized experience
- Minimum Education: MA/MS
- Experience may be considered in lieu of degree as follows: HS (18+ years), AA/AS (16+ years), BA/BS (14+ years), Doctorate Degree/Ph.D. (11+ years)
- Excellent presentation and communication (oral and written) skills.
- Consultant mindset with the ability to work with high level customer stakeholders and build excellent customer relationship.
- Experience identifying and applying industry tools, solutions, methods best practices, and emerging technologies.
- Strong analytical skills and problem-solving skills with the ability to formulate and communicate recommendations for improvement.
- Demonstrated ability to work effectively, independently, and as part of a team.
