We are seeking a Senior Data Analyst / Report Writer to support high-visibility data initiatives across public health programs in Texas. In this role, you’ll turn complex datasets into meaningful insights, design reporting tools, and partner with business and technical teams to drive strategic decisions. You will take ownership of major data-driven projects and have the autonomy to define best practices, optimize processes, and deliver high-impact analytics to leadership.

This position is ideal for a data professional who enjoys analytical problem-solving, dashboard/report development, and working in a mission-driven environment.


Key Responsibilities

  • Translate large, complex datasets into actionable insights that support critical business decisions.
  • Build data reports, dashboards, visualizations, and analysis tools using modern reporting technologies.
  • Analyze and document data requirements, workflows, and business processes; create as-is and to-be data models.
  • Develop operational benchmarks, trend analyses, and performance measurement frameworks.
  • Acquire and integrate data from multiple sources; perform deep dives to identify patterns, correlations, and system impacts.
  • Create metadata, data tables, and user-friendly reporting interfaces for business stakeholders.
  • Evaluate data policies/procedures and determine their effect on systems and operations.
  • Lead or support strategic analytics projects and provide recommendations to agency leadership.
  • Work with cross-functional teams to drive alignment, improve data processes, and support program goals.


Candidate Qualifications

Required Skills & Experience

  • 8+ years researching, analyzing data, solving complex problems, and preparing concise analytical reports.
  • 8+ years transforming data into business insights and presenting findings to executive stakeholders.
  • 8+ years developing or contributing to as-is/to-be data models for process and operational improvement.
  • 8+ years mapping data processes, defining improvements, and building performance measurement frameworks.
  • 8+ years analyzing data policies and procedures and assessing their impact on automated systems.
  • 8+ years acquiring data, creating recurring reports, performing trend analysis, and developing metadata and data tables.
  • 8+ years creating reports, dashboards, and visualizations using specialized reporting tools.

Preferred Experience

  • 5+ years advanced dashboard/reporting development experience.
  • 5+ years developing SDLC deliverables: gap analysis, requirements, roadmaps, use cases, design docs, data/system flow diagrams.
  • 1+ year public-sector (state or federal) experience.
