Job Summary

The Lead Proposal Engineer is responsible for managing the complete tendering and estimation process for brownfield EPC and long-term maintenance projects. This includes reviewing client RFQs, preparing pre-qualification documents, developing technical and commercial proposals, and coordinating with internal teams, consultants, and vendors. The role requires strong technical and commercial acumen, attention to detail, and the ability to manage multiple bids under tight deadlines.


Key Responsibilities

• Lead end-to-end preparation and submission of EPC brownfield tenders.

• Review client RFQs and manage pre-qualification submissions.

• Prepare bid bonds, tender documentation, and ensure contractual compliance.

• Develop technical and commercial proposals in coordination with internal departments.

• Issue RFQs to consultants, vendors, and suppliers aligned with tender scope.

• Prepare BOQs, cost breakdowns, and estimation sheets.

• Conduct quantity take-offs and validate cost assumptions.

• Draft pre-bid queries and manage client clarifications.

• Ensure proposal compliance with technical, contractual, and commercial requirements.

• Support sales and BD teams in client meetings and negotiations.

• Maintain organized proposal and tender documentation.

• Interpret engineering drawings, P&IDs, and technical specifications.

• Develop project schedules using Primavera P6, MS Excel, and MS Project.

• Manage multiple proposals simultaneously with accuracy and timeliness.

• Coordinate technical queries and responses during the engineering phase.

• Oversee cost, schedule, and delivery performance during engineering and procurement.

• Lead technical bid evaluations and prepare evaluation reports.

• Participate in QHSE reviews and ensure compliance.

• Conduct Work Order Kick-Off meetings and manage project risk assessments.


Requirements

• Bachelor’s degree in Electrical, Electronics, or Instrumentation Engineering.

• 7–8 years of experience in Oil & Gas brownfield EPC and maintenance projects, preferably in the Gulf region.

• Strong understanding of EPC project costing, estimation, and tendering processes.

• Proficiency in Primavera P6, MS Excel, MS Project; AutoCAD knowledge is a plus.

• Experience in proposal development, BOQ preparation, and vendor coordination.

• Strong communication, analytical, and negotiation skills.

• Familiarity with QHSE standards and risk management practices.
