MISSION AS FRAMEWORK MANAGER


The Framework Manager leads and directs the overall project implementation and execution activities to ensure a high standard and meeting service, quality, environmental and cost targets. The Framework Manager is given autonomy in deciding how to resolve construction, operational issues but must follow policies set by the Saur Qatar. To coordinate with stakeholders and accept commitments on behalf of Saur Qatar.


YOUR MAIN RESPONSIBILITIES AT SAUR QATAR


Strategic & Organizational Leadership


Contribute to business strategy and ensure project objectives align with the company’s mission.

Define project scope, resources, timelines, and ensure clear communication with all teams.

Establish an efficient project organization structure and ensure high-quality reporting.


Project Management


Lead the full project lifecycle, ensuring compliance with internal procedures and contractual requirements.

Identify and mitigate risks proactively.

Coordinate with site supervision teams to ensure proper resources, instructions, and training.

Adapt quickly to evolving priorities and fast-paced environments.


Stakeholder & Contractor Management


Build and maintain strong relationships with clients, partners, and contractors.

Represent the company in meetings with Ashghal and other key stakeholders.

Support business development by showcasing technical expertise and innovative solutions.


Continuous Improvement


Assess and optimize operational processes to improve service quality, safety, environmental performance, and cost efficiency.


Team Leadership


Lead and motivate project teams: set objectives, manage performance, provide feedback, and support staff development.

Facilitate decision-making and manage scope changes.


Budgeting & Cost Control


Prepare and manage project budgets, monitor performance, and implement corrective actions to avoid overruns.


Policies, Safety & Compliance


Ensure full adherence to operational, safety, quality, and environmental policies.

Oversee HSE implementation, including audits, training, and crisis management.

Guarantee compliance with legal and contractual requirements.



YOUR PROFIL

Education


University degree in Electrical, Civil, Chemical, or Mechanical Engineering.

MBA or equivalent postgraduate qualification from a recognized international business school.

Additional executive training in financial management, leadership, asset management, and strategic planning.


Skills


Fluent in written and spoken English.

Proficient in Microsoft applications.


Experience

15+ years in construction, operations, maintenance, or engineering within the utilities or industrial sector.

5+ years experience in construction projects involving sewage pumping stations, treatment plants, excavation works, and CIPP works.

10+ years in HSE Operations.

12+ years in management roles.

Proven ability to manage senior-level relationships with government or public sector stakeholders.

Experience managing third-party subcontractors for operational and maintenance activities.


Job-Specific Skills

Strong knowledge of financial planning, capital management, and maintenance strategies.

Solid understanding of employee motivation theories.

Broad knowledge of operational contracting and sourcing within Qatar.

Excellent command of continuous-improvement methodologies and operational processes.

Ability to balance long-term strategic vision with day-to-day operational needs.

Experience in land development engineering, including geotechnical and environmental aspects.

Ability to work independently with strong attention to detail.

Skilled in evaluating compliance with standards, making decisions, and solving complex problems.

Excellent negotiation abilities with proven capacity to influence diverse stakeholders.

Effective resource planning and allocation skills.

Expertise in contract negotiation and management.

Ability to produce clear and accurate technical documentation.

Experience in procurement and supply-chain processes.

Compensation


Remuneration Package:

This is a local contract with a comprehensive package including:

12-month base salary

Housing allowance and company car

Annual performance-based bonus (up to 20%)

Local health insurance coverage

Mobile phone and children’s education support

No additional social benefits are included (retirement, social security, unemployment, provident fund).
