Job Purpose

The Project Manager (Bilingual) is responsible for leading end-to-end project coordination across business, technical, procurement, and finance teams. The role ensures all projects are delivered according to Qatar’s procurement laws, organizational policies, and quality standards. The Project Manager will prepare and manage project documentation, facilitate communication, oversee vendor performance, and ensure timely delivery of project outcomes. Bilingual proficiency in Arabic and English is mandatory.

Key Responsibilities

Project Planning & Coordination

  • Lead coordination between business units, technical teams, procurement, and finance.
  • Gather, analyze, and document clear and detailed business and technical requirements.
  • Prepare essential project documents including business cases, scope documents, project timelines, and work plans.
  • Develop Request for Proposal (RFP) documents with clear specifications, evaluation criteria, and compliance requirements.
  • Ensure all procurement activities comply with Qatar’s procurement rules and government procedures.

Project Execution & Monitoring

  • Collaborate with technical teams during design, development, testing, and implementation phases.
  • Manage project plans, schedules, dependencies, and resource allocation.
  • Identify project risks early and implement proper risk mitigation strategies.
  • Track project changes, issues, decisions, and ensure alignment with stakeholders.
  • Conduct regular project meetings and gather stakeholder feedback.
  • Provide clear and timely communication to all internal and external stakeholders.

Vendor & Financial Management

  • Monitor vendor performance to ensure compliance with contract terms and timely delivery.
  • Work with finance teams to define budgets, track expenses, and ensure cost control.
  • Validate that final project deliverables meet business needs, quality requirements, and contractual conditions.

Reporting & Governance

  • Provide weekly and monthly progress reports, dashboards, and final project summaries.
  • Ensure all projects follow required governance, documentation, and audit standards.
  • Support the preparation of lessons learned and formal project closure documentation.

Additional Responsibilities

  • Maintain PMP certification as a mandatory requirement.
  • Use project management tools effectively such as Microsoft Project, Jira, or equivalent.
  • Demonstrate strong leadership, communication, and coordination across teams.
  • Be available for on-call responsibilities during nights and weekends as needed.

Hours of Service

  • Up to 5 days per week, maximum 40 hours per week.
  • On-call duty during nights/weekends as per project needs.

Required Qualifications & Competencies

  • Bachelor’s degree in Project Management, Business, IT, or related field (Master’s is a plus).
  • Minimum 7+ years of experience in project management.
  • PMP Certification is Mandatory.
  • Deep knowledge of Qatar’s procurement laws, government processes, and compliance standards.
  • Strong documentation and communication skills.
  • Bilingual proficiency in Arabic and English (reading & writing) is required.
  • Proven experience managing complex, multi-stakeholder projects.
  • Proficiency with modern project management tools (MS Project, Jira, etc.).
  • Ability to multitask, work under pressure, and deliver within deadlines.
