Our client is are looking for a Scrum Master / Agile Coach who can strengthen collaboration across multiple DevOps teams and improve the overall development workflow. You will work closely with two Product Owners and support both the analysis group and the engineering teams. The focus is on bringing structure, increasing predictability, and guiding teams through complex cross-team initiatives.
Responsibilities
For DevOps Teams
- Encourage strong functional and technical collaboration between teams, keeping attention on the broader program goals.
- Support teams through coordinated release cycles, ensuring dependencies are clear and stakeholders have an accurate expectation of what each release will deliver.
- Break down large initiatives into manageable sprint goals. Collaborate with Product Owners to build a unified roadmap with clearly defined milestones, visualized in tools such as Jira or Miro.
- Facilitate cross-team kick-offs, reviews, and retrospectives—linking each team’s goals to the overarching program objectives.
- Guide teams in making well-reasoned decisions, including refactoring considerations, weighing cost/benefit, long-term maintainability, roadmap direction, and quality. Experience working with complex, evolving software environments is essential.
- Help teams estimate work realistically, even when not all information is available. Lead estimation and planning sessions across teams.
For the Business Analysis Team (BAT)
- Ensure IT work packages are clearly defined and actionable for DevOps teams. Help maintain a backlog that extends at least two sprints ahead.
- Collaborate with BAT to keep priorities aligned and transparent.
- Support organization of structured sessions that improve the flow from analysis into development.
Project Context
This role sits within the Exams domain, where a large, multi-year modernization program is underway for national examination systems. Several components have already been upgraded since 2019, but the project remains highly complex due to the number of stakeholders and the nature of the processes involved.
There are four DevOps teams and two Product Owners working on the modernization effort. The analysis team prepares the work, and the DevOps teams build the new systems. The project is entering a phase where multiple teams will contribute to the same product areas, requiring intensive coordination and integrated delivery planning.
The Scrum Master / Agile Coach will help bring structure to this multi-team environment and increase predictability for both internal governance and external stakeholders.
Requirements
- Certification such as PSM I, PSM II, Leading SAFe 6.0, or equivalent
- Experience as a Scrum Master in multiple organizations (government experience preferred)
- Background in Agile coaching
- Minimum of 5 years working at an academic (WO) level
- At least 3 years of experience with Agile and scaling methods within large modernization programs
- At least 3 years of experience with IT run/change processes, release management, software development, and functional/technical operations
- Minimum of 3 years experience working within a central government organization and familiarity with its processes
Preferred Qualifications
- Experience with Agile-at-scale frameworks such as SAFe
- Knowledge of Agile, Scrum, Kanban, and scaled delivery models
- Comfortable working with sprints, MVP thinking, and iterative delivery
- Strong stakeholder management skills
- Demonstrated experience coaching individuals and teams toward self-organization and effective collaboration
- Experience working with multiple teams contributing to a single product
- Background in large, multi-team environments within government organizations
- Willingness to work onsite at the Groningen office at least two days per week (Thursday required)
