Job Name: Chief Operations - Electrical Utility and Power Plants

Position Overview
This position is responsible for overall operational performance of all electricity generation operations across the company’s power plants and facilities. This position ensures safe, reliable, and cost-efficient generation while driving operational optimization, regulatory compliance, and continuous improvement across the organization.
This position is responsible for - but not limited to – contributing to the achievement of the company strategy, developing and overseeing the Operations and Maintenance (O&M) functional strategy, developing and reviewing O&M policies and contracts, processes and systems, monitoring the performance of O&M contractors and ensure operational efficiency and compliance to the operational standards and procedures. The position is also responsible for overseeing management of operations and development of future capacity plans across all business functions of power and vendor quality and
building critical skill capabilities in the operations to ensure that the company operates efficiently.
Key Responsibilities
A. Organizational & Functional Strategy - Organizational Strategy
o Contribute to the development of the company’s overall strategic plan by providing expert
input on financial, operational, and capacity expansion requirements.
Ensure long- and short-term operational needs are embedded within corporate strategy,
including plant performance, modernization, and generation planning.
Functional Strategy
o Develop the operational strategy in consultation with direct reports, translating corporate
objectives into functional goals.
o Identify long- and short-term requirements for each division and ensure divisional strategies align with the overall operations roadmap.
B. Budgeting, MIS & Performance Management
Prepare and oversee the operations function budget in coordination with divisional leaders.
Monitor performance KPIs, including plant availability, maintenance efficiency, safety
performance, and cost targets.
C. Policies, Processes & Systems
Review and approve policies, processes, and SOPs related to load forecasting, operations, assets
management, equipment optimization, maintenance, and testing.
Ensure that all policies and processes are effectively deployed across all locations and
periodically updated to support operational excellence.
D. Maintenance Oversight
Monitor shared services supporting operations (maintenance, logistics, calibration, safety, etc.).
Review and evaluate the performance of equipment, energy conservation initiatives, and maintenance schedules.
Implement corrective actions to ensure reliability, continuity, and efficiency across all shared service functions and power plants.
E. Operations Management
Oversee the operations of the company in line with the government policies and sector law, business plan , and the company license.
Oversee day-to-day operations of all electricity generation plants and related infrastructure.
Ensure optimal plant reliability, efficiency, and availability by leading operational planning, preventive and predictive maintenance.
Approve operational plans across sites, monitor manpower and safety compliance, and ensure standardization of operational processes across all locations.
Monitor capacity utilization and operational efficiency, initiating improvements where required.
Conduct periodic site visits to ensure O&M contractors compliance to the scope of the
Operational and memantine contracts and report accordingly
Ensure that monthly, quarterly and annual reports related to the operations functions are
produced showing the performance of the O&M contractors, maintenance programs
Development of maintained plans including preventative maintenance and ensure implantation within agreed timeframe
F. Safety, Environmental & Regulatory Compliance
Ensure compliance with electricity regulations, grid codes, and all environmental and HSE requirements.
Oversee implementation of safety management systems, emergency response plans, and environmental controls
Promote a culture of zero incidents, continuous improvement, and regulatory excellence across all operational units.
G. Technical & Engineering Oversight
Review major maintenance activities, shutdown/turnaround plans, and capital project proposals.
Oversee commissioning, performance testing, reliability assessments, and technical audits.
H. Financial & Commercial Management
Manage operational expenditures and drive cost optimization initiatives.
Review and support commercial arrangements including EPC, O&M, fuel supply, spare parts, and
service contracts.
Contribute to tariff planning, bids, PPAs, and commercial negotiations that impact operations.
I. Leadership & People Development
Lead and mentor operations, maintenance, and support teams to build a high-performing workforce.
J. Stakeholder Engagement
Represent the company in engagement with regulators, government agencies, grid operators, and industry bodies.
Participate in Board meetings, presenting strategic updates on operational performance and key issues.
Maintain strong relationships with fuel suppliers, contractors, technology partners, and service providers.
K. ISO & Management Systems Requirements
The COO must possess strong knowledge and working understanding of:
ISO 55001 – Asset Management
ISO 14001 – Environmental Management
ISO 45001 – Occupational Health & Safety Management
ISO 27001 – Information Security Management
ISO 9001 – Quality Management
ISO 22301 – Business Continuity Management
Qualifications & Experience - Educational Qualifications
Bachelor’s degree in electrical engineering, or MSc in Electrical Engineering, or MSc in Electrical Utility Engineering & Management .
Professional Experience: 13+ years in the electricity transmission sector of which at least 5 –6 years heading the power operations & maintenance function, Experience in Diesel power Generation is preferable, but not a must Competency
