Our client, the Australian Signals Directorate, is seeking two experienced Project Managers to lead the delivery of highly complex ICT infrastructure and capability projects. These roles require highly organised, outcome-focused individuals with strong leadership and communication skills to manage multiple priorities in a dynamic environment.
Key skills and experience requirements:
- Extensive experience in project management, particularly within Commonwealth agencies or government departments.
- Strong financial management skills, including monitoring and maintaining financial records, budgeting, and compliance reporting.
- Expertise in organisational change management, including developing change plans, assessing risks, and implementing tailored strategies for senior stakeholders.
- Proven ability to define, scope, and manage medium-scale projects, ensuring timely and cost-effective delivery.
- Experience in requirements definition and management, with the ability to establish baselines and ensure traceability.
- Exceptional stakeholder relationship management, including facilitating open communication, engagement strategies, and informed decision-making processes.
Project Managers at ASD operate with significant independence, leveraging their expertise to deliver high-quality outcomes. They engage with diverse stakeholders, ensure project deliverables meet organisational requirements, and adapt methodologies to achieve strategic goals.
Key duties
- Lead and manage activities for planning, development, and implementation of complex ICT projects.
- Drive the improvement of organisational project methodologies and ensure alignment with best practices.
- Oversee capability lifecycles of systems development or enhancements.
- Manage procurements to support program and organisational requirements.
- Lead stakeholder groups and manage relationships to deliver business outcomes.
- Manage project reviews, reporting, financial management, change control, and quality assurance processes.
- Identify and mitigate project risks and issues.
Mandatory Criteria
Financial Management: Level 4 (SFIA)
- Monitor and maintain financial records for compliance and audit.
- Collate financial data for decision-making and budgeting.
Organisational Change Management: Level 5 (SFIA)
- Develop and implement change management plans, assess risks, and provide tailored strategies for senior stakeholders.
Project Management: Level 5 (SFIA)
- Lead medium-scale projects, manage risks, and ensure quality deliverables within agreed budgets and timelines.
Requirements Definition and Management: Level 4 (SFIA)
- Define, manage, and prioritise requirements for initiatives of medium size and complexity.
Stakeholder Relationship Management: Level 5 (SFIA)
- Facilitate open communication, maintain stakeholder engagement, and manage relationships to support decision-making.
Weighted Criteria
- Experience with business improvement initiatives and transformational projects.
- Proficiency in tools such as Visio, JIRA, and BPMN/UML.
- Expertise in supporting user acceptance testing.
- Strong facilitation, negotiation, and communication skills.
- ITIL certification.
Security Clearance
Candidates must hold a current NV2 clearance for one position and TSPV clearance for the other.
Working arrangements
Location: Canberra, ACT.
Candidates must work onsite five days per week, for up to 40 hours per week. Flexible arrangements may be negotiated with the supervisor.
Period of engagement
Initial 12-month contract, with two 12-month extension options.
