The HR Specialist will manage end-to-end HR operations in Qatar, with a strong focus on recruitment, PRO activities, employee relations, and compliance with Qatar Labour Law. The role supports the full employee lifecycle while ensuring legal compliance and effective HR service delivery.


Key Responsibilities:

Recruitment & Onboarding

  • Manage end-to-end recruitment for Qatar-based roles.
  • Coordinate job postings, CV screening, interviews, and offer letters.
  • Liaise with hiring managers to understand manpower requirements.
  • Support new hire onboarding, including documentation and orientation.
  • Coordinate recruitment documentation with PRO requirements for visa processing.


PRO & Government Relations

  • Coordinate all PRO-related activities with the PRO.
  • Process work visas, residency permits (RP), QIDs, renewals, and cancellations.


Labour Law & Compliance

  • Ensure compliance with Qatar Labour Law and Ministry of Labour regulations.
  • Prepare, review, and manage employment contracts, amendments, and renewals.
  • Handle resignations, terminations, end-of-service benefits, and final settlements.
  • Support labour inspections, audits, and internal compliance reviews.


Employee Relations & Grievances

  • Manage employee grievances and complaints professionally and confidentially.
  • Conduct investigations, document outcomes, and recommend corrective actions.
  • Support conflict resolution and employee engagement initiatives.


HR Operations & Systems

  • Maintain accurate employee records and HR databases.
  • Coordinate payroll inputs related to joiners, leavers, and changes.
  • Support leave, attendance, and HR reporting.
  • Use HR systems effectively (Oracle experience is a plus).


Qualifications & Requirements:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • 3–5 years of HR experience in Qatar, including recruitment and PRO work.
  • Strong knowledge of Qatar Labour Law and immigration processes.
  • Hands-on experience in recruitment and employee relations.
  • Experience using HR systems (Oracle is an advantage).
  • Fluent in English; Arabic is an advantage.
