Executive Search Brief – Chief Technology Officer (CTO)

Location: Muscat, Sultanate of Oman, with frequent travel to project sites

Reporting Line: Reports directly to the Chief Executive Officer (CEO)

Role Mandate:

The Chief Technology Officer (CTO) will lead the Technology & Innovation agenda for a major construction and engineering group, with a mandate to:

• Accelerate digitalization across the organization

• Drive adoption of advanced and emerging technologies in construction

The role is accountable for delivering measurable improvements in productivity, efficiency, and operating cost while positioning the organization as a technology-enabled leader in the regional construction and engineering sector.

Core Responsibilities:

• Develop and execute the enterprise technology and digital transformation strategy aligned with business priorities.

• Lead adoption of AI-driven analytics, IoT-enabled equipment monitoring, BIM, digital twins, and smart construction solutions.

• Oversee the IM&T function, including IT infrastructure, enterprise applications, cybersecurity, and data governance.

• Embed technology into project delivery, cost control, asset utilization, ESG reporting, and operational performance.

• Work closely with the CEO, COO, CFO, and business leaders to ensure technology directly supports operational and financial outcomes.

• Build and manage strategic partnerships with global technology providers and innovation partners.

Ideal Candidate Profile:

• 12–15+ years of experience in technology leadership, with 5–7+ years in an executive-level role (CTO, CIO, Chief Digital Officer).

• Strong exposure to construction, engineering, infrastructure, industrial, or asset-intensive environments.

• Proven track record of delivering large-scale digital transformation with measurable business impact.

• Hands-on experience with AI, IoT, BIM, analytics platforms, ERP ecosystems, automation, and enterprise IT modernization.

• Commercially minded, execution-focused, and credible at Board and C-suite level.
