The Program Management Office (PMO) is responsible for providing end-to-end program governance, oversight, and reporting across a complex, multi-stakeholder program operating within a regulated financial market infrastructure environment.
The role ensures strategic alignment, coordination, tracking, and reporting of all program and project activities across:
- Internal functions (Product Development, Technology, Operations, Risk, Compliance, Regulation, Executive Management)
- Primary technology vendors
- Third-party outsourced service providers
- External market participants and stakeholders
The position plays a critical role in ensuring delivery against strategic objectives, timelines, dependencies, and regulatory expectations.
Key Responsibilities
Program Management & Governance
- Provide strategic oversight of multiple related projects and workstreams, ensuring alignment with overall business objectives and program strategy
- Integrate projects across the program, managing cross-functional and cross-business dependencies
- Maintain a consolidated, enterprise-level view of program status, risks, and interdependencies
- Establish, maintain, and actively manage RAID (Risks, Assumptions, Issues, Dependencies) logs
- Work closely with stakeholders to identify mitigation actions, improvement initiatives, and opportunities
- In collaboration with relevant corporate functions, contribute to and enhance the enterprise risk register
- Define, monitor, and continuously improve program and project KPIs, metrics, and success criteria
- Prepare high-quality senior management and steering committee presentations, clearly highlighting progress, dependencies, risks, and decisions required
Stakeholder & Vendor Management
- Act as a central coordination point between internal teams, technology vendors, and outsourced service providers
- Support effective communication and alignment across all stakeholders
- Ensure governance standards, reporting structures, and delivery expectations are consistently applied
Qualifications & Experience
Education & Certifications
- Bachelor’s degree in Business, Finance, Technology, Engineering, or a related discipline
- Relevant Program Management certification preferred (e.g. PgMP or equivalent)
Professional Experience
- 7+ years of experience in post-trade banking, capital markets, or financial market infrastructure environments
- Strong strategic planning and execution capabilities
- Proven track record of participating in and/or leading large-scale program management initiatives
- Experience operating within regulated financial services environments
- Solid understanding of financial market structures, trends, and practices
- Ability to engage effectively with senior internal and external stakeholders
- Excellent communication, influencing, and stakeholder management skills
- Strong senior-level presentation and reporting skills
- Fluency in English (written and spoken)
- Knowledge of Securities Settlement Systems and Securities Depository services
