Role Profile: Civil Engineer
This is a greenfield CCGT project to be constructed with a net power capacity of 2400 MW, together with its ancillary equipment, associated infrastructure and facilities. The Project comprises the Plant and associated Electrical Special Facilities (ESF). The Plant will be located inland at a site situated approximately 50 km north-east of the City of Abu Dhabi.
This role offers a unique opportunity to engage in the full lifecycle of the project, from design and engineering to construction and operation, all within a dynamic and innovative environment. This project promises stability and long-term impact.

Overview
This role will serve as an Owner's Representative for a Combined Cycle Gas Turbine (CCGT) Independent Power Project, overseeing all civil engineering aspects of the project. This role involves technical reviews, quality assurance, and site inspections to ensure compliance with international standards, project specifications, and industry best practices.
The successful candidate will play a critical role in safeguarding the owner's interests by monitoring project progress, ensuring adherence to quality and safety standards, and supporting the commissioning and operational phases of the plant. This position requires expertise in CCGT technology, a strong understanding of civil codes and standards, and the ability to manage related work in a high-performance environment.
Your Job Functions (Duties & Responsibilities)
Project Planning:
Collaborate with project teams to develop and review civil engineering project plans.
Ensure alignment of civil engineering activities with project objectives and timelines.
Collaborate with the construction team to ensure construction activities are planned and executed as per the project timeline.
Coordinate with contractors to prepare detailed schedules for civil installations and inspections.
Monitor progress against the project plan and recommend adjustments to maintain alignment with deadlines.
Design and Analysis:
- Review detailed designs and specifications for civil engineering components
- Conduct structural analysis and assessments as needed
- Interpret Civil designs and drawings during construction, ensuring contractors follow specifications
- Assist in resolving minor design issues that arise during construction by liaising with the Engineering Team
- Ensure that as-built drawings are updated accurately during construction
- Oversee construction activities to ensure compliance with design specifications and quality standards
- Collaborate with construction teams to address and resolve on-site engineering issues
- Supervise on-site construction activities to ensure compliance with project specifications, approved drawings, and industry standards
- Coordinate with contractors to address and resolve any construction-related issues promptly
- Implement and maintain quality control measures for civil engineering components
- Conduct regular inspections to verify compliance with industry standards
- Implement and maintain quality control measures during civil construction phases.
- Conduct audits and ensure that contractors follow approved procedures and standards
- Collaborate with project managers and planning engineers to develop and manage civil engineering budgets.
- Monitor and control costs to ensure projects stay within budget constraints
- Assist construction managers in monitoring resource utilization for civil construction activities
- Provide inputs for budget forecasting and cost reports based on site progress
- Maintain accurate and up-to-date documentation of civil engineering activities
- Prepare regular progress reports and documentation for project management
- Maintain accurate records of inspections, approvals, and construction activities for civil works
- Prepare and submit progress reports, quality documentation, and non-conformance reports (NCRs) as required
- Ensure compliance with local, regional, and international regulations and permitting requirements
- Coordinate with regulatory bodies as necessary
- Act as a liaison between the civil engineering team and other project stakeholders
- Provide regular updates to senior management on civil engineering progress and challenges
- Act as the owner's representative in coordinating with contractors, subcontractors, and consultants on civil construction matters
- Participate in site meetings to discuss progress, resolve technical challenges, and align on deliverables
- Conduct site inspections of civil installations to confirm compliance with ITPs, drawings, and applicable codes
- Monitor construction progress and identify any deviations or non-conformances, ensuring timely corrective actions
- Review and verify construction-related documents such as Method Statements (MS), Inspection Test Plans (ITPs), and Material Approval Requests (MARs)
- Ensure all submissions align with all relevant codes and standards, as well as project specifications
- Ensure all civil construction activities comply with HSE standards and project safety protocols
- Perform risk assessments and ensure contractors follow safe working practices during Civil work.
- Ensure all civil construction work adheres to applicable codes and standards.
- Strong knowledge of ACI, ASCE, AISC, IBC, and other relevant civil codes and standards
- Proficiency in reading and interpreting Civil design drawings, Method Statements (MS), Inspection Test Plans (ITPs), and Material Approval Requests (MARs).
- Bachelor's degree in civil engineering or a related field.
- Minimum of 5-7 years of relevant experience as Civil Engineer in Power Projects (Combined Cycle).
- Professional Engineer (PE) license is highly desirable
- Hands-on experience with inspection techniques, construction practices, and structural integrity assessments for civil engineering projects
- Experienced in adhering to industry standards and codes such as ACI, ASTM, BS, ISO, and SBC, with a strong focus on concrete structures, steel works, soil mechanics, and foundation design
- Proficiency in testing and inspection techniques, including soil compaction testing, concrete strength testing, and rebar inspection, with expertise in interpreting test results, is highly desirable
