Key Responsibilities
- Lead and coordinate the overall technical and engineering planning for overseas renewable power plant projects. Oversee the review, optimization, and final decision-making of all technical solutions across every phase—from feasibility study and preliminary design to construction and commissioning—ensuring the project meets all conditions for construction start.
- Develop and implement the full-cycle engineering planning framework, including the overall technical solution, project implementation roadmap, key milestone schedule, major construction method statements, commissioning plan, and completion/acceptance strategy, ensuring that projects commence on time with executable and compliant plans.
- Liaise with domestic and international design institutes and relevant authorities, reviewing feasibility studies, preliminary design packages, and construction drawings to ensure they comply with local regulations, permitting requirements, contractual boundaries, and cost-control objectives—supporting the project in obtaining construction permits.
- Provide in-depth on-site technical support and risk assessment, guiding the resolution of major technical issues during construction, installation, and commissioning. Oversee and validate critical milestones such as construction readiness, grid-connection readiness, and installation of key equipment.
- Establish and supervise project quality, safety, and technical risk management systems, ensuring engineering works conform to company standards and international norms. Identify and address major technical and safety risks that may impact project commencement and progress.
- Support equipment procurement and subcontracting activities by developing technical specifications and providing decision-making input. Participate in technical selection of key equipment, technical bid evaluations, and supplier qualification to ensure procurement meets construction and long-term O&M requirements.
- Build and develop the project technical team, lead project lessons-learned reviews and technical knowledge consolidation, and establish company-level engineering planning standards, technical specifications, and knowledge frameworks to support the scalable replication of future overseas projects.
