NTU International A/S is leading a consortium for the implementation of the EIB funded project called: Competitiveness Study to Support the Implementation of the Net Zero Valley Programme in Lusatia and is searching for experts to support the core team during the implementation of this project.

The overall objective of this assignment is for a consultant to carry out a Study, assessing region’s economic opportunities and challenges for the transition to a green economy and energy system based on renewables, focusing on the implementation of the Net Zero Valley programme.

Location: The location of the project is the Lusatia Region, Germany; Luxembourg, Luxembourg.

Duration: The intended start date is February 2026 and the services shall be provided for a period of 10 months from this date.

Key Expert: Project Manager (Cat. II)

☝️ Qualifications and skills:

• At least a bachelor’s degree (or equivalent professional qualification) in Mechanical, Chemical, or Environmental Engineering; Finance, Economics or Innovation Management; Environmental or Energy Policy. (minimum requirement)
• Fluency in written and spoken English is required (CEFR C1) (minimum requirement)
• Fluency in written and spoken German would be an asset.
• Excellent communication skills.

☝️ General professional experience:

• At least of 10 years of relevant experience in at least two of the areas presented below (minimum requirement):

Energy intense industries;

Innovation: energy intense industry a new types of energy infrastructure;

Energy supply.

☝️ Specific professional experience:

• At least 5 years of experience as Team Leader or Project Manager in development and/or investment finance (minimum requirement).
• Relevant experience in the following areas, demonstrated by at least two projects in the past 10 years (minimum requirement):

Industrial or energy transformation;

Clean energy technology deployment;

Strategic project development.

• Experience working with public authorities and industry stakeholders.
• Experience working with EU-funded projects or international institutions would be considered as an asset.
• Experience working in Germany is considered as an asset.
• International experience is considered as an asset.
• In-depth knowledge of Net-Zero Industry Act (NZIA), proven by at least one project is considered as an asset.
