About the role:

As a Technical Program Manager, you'll become a part of a cross-functional development team engineering experience of tomorrow.

The Client will be contracting a Team of DevOPS, SREs, System Admin / OPS Engineers to assist with the ability to extend based on business needs. The objective is to design, implement, and optimize a secure, scalable, and highly available identity and access management infrastructure. This infrastructure will serve as the foundation for centralized authentication, authorization, and resource access control across the organization’s IT environment.

Responsibilities:

• Financial Stewardship: Develop and manage annual budgets and multi-year financial plans provide detailed variance analysis and risk identification to drive down total Engineering spend
• Cloud Migration & Governance: Lead the strategic transition from on-prem to Azure; establish ROI frameworks and standardized investment evaluation processes
• Azure Infrastructure Optimization: Continuous "Rightsize & Clean Up" of VMs/VMSS; manage Reservations, Savings Plans, and Hybrid Benefits; optimize AKS via HPA/KEDA and spot node pools
• Data & Storage Strategy: Implement lifecycle rules (Hot/Cool/Archive); optimize SQL serverless/elastic pools and Cosmos autoscale; minimize network egress and cross-region traffic
• Elasticsearch Cost Management: Analyze cluster usage to right-size nodes; implement Index Lifecycle Management (ILM) across hot/cold tiers; automate snapshots and retention
• Automation & Guardrails: Define policy-as-code (Terraform/Bicep) for tagging and cost controls; build KQL detectors for auto-remediation of underutilized resources
• Strategic Collaboration: Partner with Engineering, Finance, and Sourcing to negotiate contracts; mentor junior analysts and lead executive-level briefings on "big bet" progress

Requirements:

• Experience: Proven track record in Technical Program Management focused on Cloud FinOps, Budgeting, and Financial Modeling within large-scale Engineering environments
• Azure Expertise: Deep technical knowledge of Azure services (VMSS, AKS, App Service, CosmosDB) and Azure Cost Management tools (Reservations, Savings Plans, Hybrid Benefit)
• Elasticsearch Mastery: Specialized skill in optimizing Elasticsearch/OpenSearch clusters, including node right-sizing, ILM tiering, and query performance tuning
• Infrastructure as Code: Proficiency in Terraform or Bicep to enforce automated cost guardrails and tagging policies
• Data Analysis: Strong ability to use KQL (Kusto Query Language) or SQL for building cost detectors, dashboards, and trend reporting
• Optimization Skills: Hands-on experience with container tuning (AKS), storage lifecycle management, and network egress optimization
• Communication: Ability to translate complex technical data into executive-level presentations; experience partnering with Finance and Sourcing teams
• Compliance: Understanding of balancing RPO/RTO and data protection laws (GDPR/SOX) against cost-efficiency goals
