JOB DESCRIPTION
Position title: LEAD PROJECT ENGINEER
Location: SUR
1. ROLE PURPOSE
The Lead Project Engineer is accountable for the overall technical and delivery leadership of assigned major project scopes, including Ship Access Gangway (SAG),Condensate Loading Arm (CLA), and Marine Loading Arms (MLA) Replacement projects.
He/ She leads the engineering, planning, integration, and assurance of project activities from development (DG1) through implementation (DG2) and closeout.
The role ensures all project documentation, assurance processes, technical interfaces, and stakeholder engagements are effectively managed and delivered in accordance with OLNG project governance, technical standards, HSE requirements, and schedule expectations.
2. ROLES, RESPONSIBILITIES AND CHALLENGES:
ROLES AND RESPONSIBILITIES:
- Provide overall leadership and direction to project engineering activities, ensuring alignment with project objectives, contracting strategy, technical requirements, and decision gates (DG1 & DG2).
- Lead the development of the Fullscope of workfor LLI procurement and EPC execution for SAG, CLA, and MLA scopes, ensuring compliance with OLNG Technical Control Plan.
- Oversee preparation and endorsement of Technical Evaluation Models (TEM)and ensure robustness of technical bid evaluations.
- Coordinate and lead tender clarification meetings with support from Contracts & Procurement and technical disciplines.
- Ensure all technical bid evaluations are completed in linewidth project timelines and qualify bidders for commercial evaluation.
- Provide leadership in defining Deliverables Distribution Matrix and ensure clarity on roles of
Technical Authorities across all project deliverables.
Other ROLES AND RESPONSIBILITIES:
- Ensure timely completion of technical reviews, responding to contractor submissions, and alignment with the approval cycle.
- Lead assurance processes (HAZID, HAZOP, Constructability, Model Reviews, etc.)and ensure recommended actions are tracked and closed.
- Manage project changes, ensuring proper MOC processes are adhered to and scope growth is controlled.
- Strengthen coordination between project engineering, Lead Execution, and Asset teams to ensure readiness for construction, installation, and commissioning.
- Oversee HSE and risk management aspects, ensuring risk register updates, mitigation plans, and compliance to project HSE frameworks.
- Ensure readiness for construction and commissioning including approvals of MCC/MCPL, pre- commissioning, commissioning dossiers, and timely closure of punch items.
- Provide technical leadership to planning activities, ensuring realistic and achievable schedules and supporting resolution of schedule risks.
- Lead the preparation of monthly project performance reports and provide inputs for management updates.
- Engage with vendors/EPC contractors to resolve engineering, procurement, and materials management issues requiring OLNG support.
- Ensure correct and timely update of ERP systems for materials, documentation, commitments, and completion records.
- Mentor junior engineers and support capability development within the project deliveryteam.
Ensure lessons learned are identified, documented, and integrated into future project phases and other OLNG projects.
3. QUALIFICATIONS, EXPERIENCE, AND WORKING CONDITIONS
QUALIFICATIONS AND EXPERIENCE:
- Engineering degree (preferably mechanical or electrical).
- Minimum 8–10 years of relevant engineering and project management experience, including brownfield and marine-related scopes.
- Demonstrated experience leading multi-disciplinary teamsand managing engineering/technical delivery for major projects.
WORKING CONDITIONS
- Plant basedrole with baselocation as Sur.
- 5/2 work pattern.
