China State Construction Engineering Corporation (CSCEC ME) is recruiting a Senior Technical Engineer with proven experience in infrastructure project tender submissions and Temporary Traffic Diversion (TTD) planning in Dubai. The candidate will play a critical role in preparing high-quality technical proposals for infrastructure tenders and ensuring compliance with local authority requirements for traffic diversions.

Requirements:

• Prepare and review technical submissions for infrastructure project tenders (roads, utilities, bridges, etc.).
• Coordinate with design, planning, and construction teams to compile required tender documents.
• Prepare detailed Temporary Traffic Diversion (TTD) plans in line with RTA and Dubai Municipality guidelines.
• Liaise with relevant authorities for approvals and NOCs.
• Ensure all technical documentation is complete, accurate, and submitted on time.
• Provide technical support during the pre-contract and post-contract stages.
• Bachelor's degree in Civil Engineering or related field.
• Minimum 5 years of experience in infrastructure tendering, with at least 3 years in Dubai.
• Strong knowledge of Dubai TTD procedures, RTA regulations, and authority approval processes.
• Proficient in AutoCAD, Civil 3D, and MS Office; experience with BIM is a plus.
• Excellent written and verbal communication skills in English.
• Ability to work under pressure and meet tight deadlines.
• Previous work experience with major contractors or consultants in the UAE.
