Role Purpose

The Lead Commercial / Project Controls Manager is responsible for leading all commercial, cost, planning, and project controls activities for the project, ensuring effective financial control, programme management, risk mitigation, and contractual compliance throughout the project lifecycle.


Key Responsibilities


Commercial & Contract Management

  • Lead the commercial management of the project from mobilisation through to close-out.
  • Administer the project contract, including variations, interim payments, claims, and final account settlement.
  • Ensure contractual compliance and protect the company’s commercial position at all times.
  • Provide commercial advice to the Project Director and project team.


Cost Management & Financial Control

  • Establish and manage the project budget, cost plan, and cost control procedures.
  • Monitor actual costs, commitments, forecasts, and cash flow.
  • Prepare and review monthly cost reports, forecasts, and earned value analysis.
  • Identify cost risks and opportunities and implement corrective actions.


Project Controls & Planning

  • Lead planning and scheduling activities, including baseline programme development and updates.
  • Monitor project progress against programme milestones and critical path.
  • Ensure accurate progress measurement and performance reporting.
  • Develop recovery programmes and mitigation plans where required.


Change, Risk & Claims Management

  • Manage the project change control process and maintain variation logs.
  • Establish and maintain the project risk register.
  • Support the preparation and evaluation of extension of time (EOT) claims and commercial claims.
  • Assist in dispute avoidance and resolution strategies.


Reporting & Governance

  • Prepare and present monthly project reports to senior management and the client.
  • Ensure alignment with internal governance, approvals, and reporting requirements.
  • Maintain accurate commercial and project controls records and documentation.


Qualifications & Experience

  • Degree in Quantity Surveying, Commercial Management, Engineering, or a related discipline.
  • Professional membership (e.g. RICS or equivalent) preferred.
  • 10+ years of experience in commercial and/or project controls roles on major projects.
  • Demonstrated experience managing project-level budgets, programmes, and contracts.
