Role Purpose
The Enterprise PMO & Change Management Manager is responsible for establishing and leading an integrated enterprise PMO and change management capability. The role ensures consistent project delivery, governance, benefits realization, and effective change adoption across airport development, capital projects, and corporate transformation initiatives.

Key Accountabilities
Enterprise PMO
- Establish and maintain enterprise PMO frameworks, methodologies, tools, and templates.
- Govern project, program, and portfolio management across development and transformation initiatives.
- Provide portfolio-level visibility, reporting, and risk management to executive leadership.
- Ensure alignment between project delivery and strategic priorities.
Change Management
- Develop and deploy enterprise change management frameworks and toolkits.
- Lead change impact assessments, stakeholder engagement, and communication planning.
- Ensure effective adoption and embedding of new processes, systems, and ways of working.
- Coach project teams and leaders on change leadership.
Benefits Realization & Performance
- Define benefits realization frameworks and ensure tracking of outcomes post-implementation.
- Support corrective actions where projects are not delivering intended value.
- Embed value realization into project lifecycle governance.
Capability & Culture
- Build organizational capability in project management and change management disciplines.
- Develop training, certification, and community-of-practice initiatives.
- Promote a disciplined yet pragmatic project delivery culture.
Qualifications & Experience
Qualifications
- Bachelor’s degree in engineering, Business, Project Management, or a related field.
- Professional certifications such as PMP, PRINCE2, MSP, or Prosci are highly desirable.
Experience
- 10–12 years of experience in PMO, program management, and change management roles.
- Proven experience establishing or leading enterprise PMOs.
- Experience managing large-scale airport development, infrastructure, capital projects, or transformation programs.
- Strong executive reporting and governance experience.
