Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
One of the key areas of UN Women`s work in Ukraine is Women, Peace and Security (WPS). In partnership with the Ministry of Social Policy, Family and Unity (MoSPFU), UN Women provides support to national, regional, and local authorities and institutions in the implementation of the UN Security Council Resolution 1325 and subsequent resolutions on Women, Peace and Security. UN Women supported the state institutions with the development and amendment of a National Action Plan for Implementation of UNSCR 1325 on WPS for 2021-2025 (NAP 1325), which was adopted in October 2020 1 , and amended on 16 December 2022 2 . UN Women is committed to providing technical support to the MoSPFU in the implementation and monitoring of the NAP 1325 by improving the monitoring, evaluation and reporting (MER) tools and raising awareness and capacities of responsible actors 3 on the use of the NAP 1325 MER tools. Furthermore, UN Women is continuously analyzing the information collected and reported by NAP 1325 implementers at all levels to ensure data is displayed in user-friendly ways, making results visible and addressing challenges in implementation that can be further supported.
To further support the consolidated efforts of the Parliament, Government, women’s groups, and civil society organizations (CSOs) to meet the state commitments on gender equality and women’s rights, including CEDAW, UNSCR 1325 and SDGs, through governance reforms and peace and security processes, UN Women launched the project “She Demines”, funded by the Department of Foreign Affairs, Trade and Development of Canada and the Ministry of Foreign and European Affairs of the Republic of Croatia. UN Women enhances women’s meaningful participation in and equal benefit from political, peace and security processes at all levels in Ukraine. This will be achieved by supporting meaningful participation of women and their organisations by supporting the government at all levels in implementing WPS commitments in sustainable and inclusive ways.
To support these efforts, UN Women is now seeking a National Consultant to provide expert and technical advice to the MoSPFU on data collection, analysis, and reporting on the NAP 1325, as well as on preparing the 2025 annual report and finalising reporting for 2021-2025.
Description Of Responsibilities/ Scope Of Work
Under the overall supervision of the UN Women Programme Specialist, the National Consultant will provide the MoSPFU with expert, coordination, and technical support on data collection, analysis, and reporting on NAP 1325; annual 2025 report and final 2021-2025 report. Assignment will include, but not be limited to, the following deliverables developed in coordination with the MoSPFU and UN Women :

Delivery of three max. 3-hour online workshops for NAP 1325 reporting focal points to build their reporting capacity, align with the methodological guidelines, and use the NAP 1325 reporting tool.
Including: workshops, agenda, materials, pre-/post-assessment tools, handouts, and workshop tools, all developed in close consultation with UN Women. Workshop reports including all relevant attachments (agenda, concept, list of participants, guidance note), summary on achievements, lessons learnt and recommendations.

National Expert’s Workplace and Official Travel
This is a home-based consultancy with visits to the MoSPFU and UN Women offices as agreed and needed.
Financial arrangements
- Payments will be disbursed on a delivery basis upon submission of the deliverable narrative reports by the National Consultant and his/her endorsement by UN Women.
- The level of remuneration will be established based on the UN salary scale.
- UN Women and MoSPFU will provide the National Consultant with background materials related to the assignment.
- The National Consultant is expected to work using her/his own computer.
- The MoSPFU will provide the National Consultant with space and access to internal documents.
- All reports should be submitted in English and include the full set of supporting documents, such as results of analytical briefs, capacity development materials, handouts, etc. The supporting documents can be submitted in Ukrainian.

Functional Competencies:
- Good knowledge of the technical area of Women, Peace and Security Agenda, with a focus on the NAP 1325, gender equality and related legislation.
- Good analytical skills and report writing
- Proficiency in coordinating activities among interagency groups, commissions, and working groups.
- Proven experience in planning and conducting gender assessments, gender analyses, gender-responsive evaluations, and working with gender-sensitive data
- Strong interpersonal skills to build alliances, negotiate partnerships, and drive collaborative advocacy efforts.
Education and Certification:
- Advanced University Degree (Master’s degree or equivalent) in public administration, law, social science, international relations, international human rights, gender studies/or related fields.
- At least five years of relevant work experience (after Master’s degree) in the field of human rights and/or gender equality, governance and public administration, research and development, or other related fields.
- Technical and capacity building experience in the field of national and international legal frameworks on WPS agenda implementation and NAP 1325 reporting mechanism (including reporting tool and data collection methodology);
- Previous experience of drafting and providing advisory/technical support to the government institutions on the issues of gender equality and women’s empowerment (GEWE).
- Solid experience in working with and providing technical support for the MoSPFU, government authorities at the regional/oblast level and engaging women’s right organizations;
- Strong drafting and analytic skills;
- Proven understanding of human rights and national and international GEWE commitments in Ukraine.
Fluent in both Ukrainian and English.
