As a pivotal member of the People and Culture team, the Human Resources Business Partner plays a key leadership role in supporting the effective delivery of both operational and strategic HR activities across the business, offering leadership and guidance on all matters related to Human Resources. The HR Business Partner provides advice and guidance across the employment lifecycle, supports the development and implementation of people initiatives, and contributes to a positive employee experience. The role also assists with selected strategic HR activities, while maintaining a strong focus on legislative compliance, risk management and best practice.

The Role Of HR Business Partner

  • Partner directly with site and business managers to provide practical HR support aligned to local operational needs, while contributing to broader people priorities.
  • Lead and drive cultural transformation initiatives, collaborating with site leaders to measure, track, and improve employee engagement and organisational effectiveness.
  • Develop and implement employee engagement strategies, ensuring that RAAFA fosters a positive, inclusive, and high-performance culture.
  • Act as a key leader in managing organisational change, ensuring the integration of HR strategies with business transformation efforts and smooth transitions.
  • Identify gaps, risks or inconsistencies in HR practices, proactively recommending and implementing solutions to mitigate people-related issues and improve workforce performance.
  • Implement RAAFA’s Workforce Plan, ensuring effective attraction, retention, and development of talent to meet both current and future business needs while positioning RAAFA as an employer of choice.
  • Partner with the Workforce Development (WD) team to engage in talent development activities, ensuring career growth opportunities are aligned with business objectives and leadership pipelines are nurtured.
  • Work with WD to implement and manage leadership development programs, ensuring leaders at all levels have the tools and capabilities to support their teams and drive high performance.
  • Lead and participate in organisational development initiatives that enhance employee capability, business agility, and long-term sustainability.
  • Collaborate with WHS/Payroll teams to support the transformation of RAAFA’s Health & Wellbeing programs, ensuring comprehensive support for staff wellbeing and a positive workplace environment.
  • Provide expert HR coaching, advice, and guidance to managers on a wide range of HR related issues, including performance management, conflict resolution, and effective leadership.
  • Partner with managers to implement performance management processes that support employee growth, align individual goals with business objectives and drive continuous improvement.
  • Lead key HR projects and continuous improvement initiatives, driving innovative solutions to streamline HR processes, improve efficiency, and support organisational change.
  • Provide input into RAAFA’s workforce analytics framework, utilising data and metrics to inform HR decision-making, track progress, and provide insights that enhance organisational performance and HR effectiveness.
  • Support the HR Advisory team, guiding the execution of site-specific HR initiatives, such as absence management and employee relations matters, ensuring consistency and alignment with HR policies.
  • Responsibility to comply with all RAAFA Policies and Procedures and all reasonable management directions.

Knowledge, Skills And Experience

  • Tertiary qualification in a relevant discipline and/or significant HR Generalist experience.
  • Sound knowledge of contemporary Human Resource management principles and practices, and relevant legislation, standards and industrial instruments within Australia.
  • Experience in employment relations issues including interpretation of legislation and industrial instruments and enterprise bargaining.
  • Strong demonstrated knowledge of Fair Work Act and NES.
  • Demonstrated ability to effectively research and undertake projects aimed at improving systems, processes and procedures relevant to human resource management.
  • Strong generalist experience within depth exposure to Employee Relations and case management.
  • Ability to work in complex, diverse and unionised environment
  • Ability to coach and mentor managers and other HR professionals in undertaking day to day HR responsibilities.
  • Demonstrated experience in providing a high level of advice and support across the broad spectrum of human resource management activities preferably within the aged care industry. Must have previous demonstrated experience of employee agreement bargaining with union representation in addition bargaining representatives.
  • Demonstrated knowledge and experience in the practical application of contemporary best practice in human resource management, industrial relations and workforce development.
