Qualifications And Certifications
- Education
- Bachelor’s degree in Business Administration, Information Technology, Engineering, Public Administration, or a related field.
- Master’s degree in Project Management, Business Administration, Public Policy, or equivalent is a plus.
- Certifications
- Project Management Professional (PMP®) or equivalent.
- PRINCE2® Foundation or Practitioner, or equivalent project governance certification.
- Agile or hybrid delivery certifications (e.g., PMI-ACP®, Scrum, AgilePM) are an advantage.
- Professional Experience
- Must have managed at least two government or public sector projects involving the implementation of GRP or equivalent solutions.
- Management of software solution and advisory services project implementations, preferably in government or public sector environments.
- Lead all phases of projects from initiation through completion, ensuring control of scope, schedule, budget, and quality.
- Build and maintain strong working relationships with government stakeholders and project steering committees.
- Manage day-to-day project operations, including work plans, schedules, WBS, deliverables, and risk management.
- Ensure timely submission of quality deliverables and proper management of project documentation.
- Coordinate internal teams, subcontractors, and external stakeholders.
- Provide regular project status updates to senior officials.
- Apply organizational project standards and methodologies, contributing to continuous improvement.
- Fluency in Estonian and English is mandatory (written and spoken).
