FreeBalance is seeking candidates under an Anticipatory Opportunity for potential project needs in Estonia.

Qualifications And Certifications

  • Education
  • Bachelor’s degree in Business Administration, Information Technology, Engineering, Public Administration, or a related field.
  • Master’s degree in Project Management, Business Administration, Public Policy, or equivalent is a plus.
  • Certifications
  • Project Management Professional (PMP®) or equivalent.
  • PRINCE2® Foundation or Practitioner, or equivalent project governance certification.
  • Agile or hybrid delivery certifications (e.g., PMI-ACP®, Scrum, AgilePM) are an advantage.
  • Professional Experience
  • Must have managed at least two government or public sector projects involving the implementation of GRP or equivalent solutions.
  • Management of software solution and advisory services project implementations, preferably in government or public sector environments.
  • Lead all phases of projects from initiation through completion, ensuring control of scope, schedule, budget, and quality.
  • Build and maintain strong working relationships with government stakeholders and project steering committees.
  • Manage day-to-day project operations, including work plans, schedules, WBS, deliverables, and risk management.
  • Ensure timely submission of quality deliverables and proper management of project documentation.
  • Coordinate internal teams, subcontractors, and external stakeholders.
  • Provide regular project status updates to senior officials.
  • Apply organizational project standards and methodologies, contributing to continuous improvement.
  • Fluency in Estonian and English is mandatory (written and spoken).
