Job Purpose

Provide professional service for all green and sustainable procurement sourcing activities across the group, and act as first point of contact for all green procurement related matters. To implement and deliver Green Public Procurement guidelines related to energy, electricity & water conservation, green mobility and sustainable procurement. Review business plans in compliance with Green Procurement Program, Assist in developing specifications incorporating energy/ water savings & environment protection criteria, sourcing, tendering, evaluation of bids, preparing purchase recommendation showing total lifecycle costs, monitor the performance and reporting.


Principal Accountabilities

Policy, Guidelines and Procedures:

Review, enhance and recommend procurement and contracting policies and frameworks to integrate Green Procurement principles across pre-qualification, supplier selection, and tendering processes that align with sustainability goals and corporate governance standards.

Data Analysis:

Lead the collection and analysis of procurement data from all Business Units to track performance against Green Procurement and Green Mobility initiatives.

Ensure project outputs are assessed for compliance with defined KPIs, timelines, and Green procurement standards.

Provide input on supplier technical proposals and assess data to support informed decision making.

Prepare and submit comprehensive reports on Green Procurement activities to inform Group Sustainability initiatives.

Contribute to the preparation of content case studies, and data for annual sustainability disclosures and reports.

Supplier Performance Management

Monitor and assess supplier performance periodically, with strong focus on sustainability indicators such as energy efficiency, electricity and water conservation, and environment impact.

Procurement Cycle Management:

Execute end to end procurement activities for sustainable procurement categories and other technically classified good and services.

Prepare and manage purchase orders and contracts ensuring optimal risk mitigation and compliance with company standards.

Develop and implement procurement strategies aligned with sustainability and operational objectives.

Techno-Commercial Evaluation

Conduct thorough bid evaluations, comparing pricing, specifications, and life cycle cost to assess long term value.

Identify and recommend vendors that offer the best cost efficiency and sustainability outcomes.

Market Research:

Proactively identify and evaluate new sources of goods and services in both local and regional markets, including GPP Green Public Procurement member organizations.

Specification Development:

Assist to develop product and service specifications that meet sustainability goals, particularly in energy, electricity, and water efficiency.

Ensure cost and quality considerations are incorporated during specification development.

Technical Knowledge & Awareness

Maintain up to date awareness of market trends by reviewing product catalogues, trade publications, and supplier offerings to support informed decision making.

Procurement Strategy & Project Coordination

Support the development and implementation of procurement strategies to drive operational excellence.

Contribute to procurement transformation initiatives in line with GPC strategic objectives and support the monitoring of performance scorecards.

Engage internal stakeholders through regular feedback sessions, progress updates and coordination meetings.

Ensure timely reporting to management on procurement activities, progress and opportunities for improvement.

Assist in process enhancements related to documentation standards, procurement systems and compliance protocols.

Provide adhoc and regular reporting to the management.

Training & Knowledge Transfer:

Deliver structured training sessions on Green Procurement principles to procurement teams and facilitate end use training on energy efficiency and conservation initiatives.

Conduct awareness workshops to enhance internal stakeholders understanding of Green Procurement policies, processes, and compliance obligations.

Reporting:

Compile and analyse data for periodic internal and external reporting requirements.

Prepare formal presentations and reports for various stakeholders to support sustainability and procurement transparency objectives.

Management System (Quality, Environment, Energy, Sustainable Procurement, Health and Safety):

Ensure compliance with ENOC Management System requirements, including compliance with policies related to Quality, Environment, Energy, Sustainable Procurement, Health and Safety.

Act as focal point for promoting system adherence within assigned procurement activities.

Minimum Requirements:

Bachelor’s degree in science or relevant Engineering from accredited institution.

2-4 years direct and relevant experience in a procurement function within oil/gas or petrochemical industry.

Professional Certification in Material / Supply Management

Certified lead auditor for ISO 50001, Certified Energy Auditor certificate / Certified Energy Manager from the Association of Energy Engineers or from equivalent national authority, ISO14001, ISO 9001, OHSAS 18001, etc shall have added weightage

Have knowledge on BS 8903-Guidelines for Sustainable Procurement and similar standards
