The NATO Strategic Communications Centre of Excellence is looking for a Senior Expert on AI with a focus on computational social science. The successful candidate will be fluent in data mining and analysis methods, capable of creating algorithms, and eager to apply these skills to audience simulation and war-gaming.
The Role & Environment: Operating within the Technical and Scientific Development Branch, you will leverage AI to advance our capabilities in analyzing the digital information environment. Your work will be instrumental in supporting the development of tools for audience characterization, detecting Foreign Information Manipulation and Interference (FIMI), and supporting research on human behavior. You will collaborate with a network of subject-matter experts to process data flows and generate actionable recommendations for NATO Allies and structures.
Key responsibilities:
- Design and implement algorithms for audience simulation and war-gaming scenarios, creating models that test the dynamics of the information environment.
- Apply computational social science methods (including data mining and network analysis) to process complex data flows and research human behavior in the digital space.
- Lead the development of technical tools and methodologies designed to detect and expose foreign information manipulation and interference (FIMI) created or disseminated using AI systems.
- Translate technical findings into accessible formats (reports, visualizations, presentations, briefings) for diverse audiences, including military officers, academics, and government decision-makers.
- Provide subject-matter expertise to support NATO’s and Allies’ Strategic Communications policy development and the implementation of StratCom approach in resilience building.
- Monitor and analyse emerging academic research and policy developments related to AI and StratCom in other international organizations (e.g., the EU, OECD, UN).
- Support the delivery of the Centre’s courses and seminars by lecturing and designing technical training modules.
- Manage project timelines and budgets to ensure the successful execution of research initiatives.
Key requirements:
Education & Experience:
- Master’s Degree in Computer Science, Data Science, Computational Social Science, or a related technical discipline.
- International Experience: Proven track record of working in multinational environments and conducting research projects at an international level.
- Project Management: Strong ability to plan, manage, and execute complex projects within timelines and budgets.
Technical Competencies:
- Programming Proficiency: Advanced fluency in programming languages essential for data analysis, mining, and simulation (e.g., Python, R, C++, or Java).
- Data Management: Expertise in working with complex databases and managing large-scale data flows (SQL/NoSQL).
- AI Innovation: A proactive approach to staying updated on the latest AI advancements, with a drive to implement innovative solutions for Strategic Communications.
Core Competencies:
- Communication: Excellent communication and presentation skills, with the ability to translate complex technical concepts for non-technical decision-makers.
- Language Skills: Advanced English language proficiency (C1/C2 level), as it is the primary working language of the organization.
Desirable:
- NATO Knowledge: In-depth knowledge of NATO structures and policies is considered a distinct advantage.
