Ukraine is facing a humanitarian crisis that is worsening every day. Since the escalation of the armed conflict on 24 February 2022, the destruction of vital civilian infrastructure continues to rise, leading to the destruction of homes across the country and cutting off access to critical services for millions of people. People are fleeing their homes to try to find safety elsewhere within the country and are crossing borders into neighboring countries and beyond.
With the humanitarian situation in Ukraine and neighboring countries deteriorating rapidly, the International Red Cross & Red Crescent Movement have activated all their emergency response mechanisms. Along with ICRC, IFRC, Ukrainian Red Cross and National Societies, the French Red Cross is undertaking a rapid and coordinated response. As the conflict is extending over the time, Movement partners are pursuing their collaboration to answer the needs, all over the country.
General Mission Of The DMI
The position of Project Manager is responsible for managing the coordination and progress of the Kharkiv Integrated Project (KIP) with the URCS both at Kharkiv (regional) and at National Committee relevant technical levels. The KIP project encompasses multi-sectoral activities ranging from Health, Disaster Management and Relief, strengthening capacities in Finance, Logistics, Planning, Monitoring, Evaluation, and Reporting (PMER), and possible other sectors to be developed. The Project Manager is responsible for ensuring the monitoring and steering of the implementation and development of the project, working in partnership with the Ukrainian Red Cross Society (URCS) local regional/district branch, and contributing to the representation of the Delegation to local partners within the scope of the KIP.
He/she will have a project coordination role and will be responsible for ensuring the optimum implementation by guiding and coaching URCS teams and monitoring of all the activities for which the FRC is funding and is responsible for the Kharkiv Integrated Project.
In addition to this, the DMI will also support with his/her technical expertise, the relevant sectors at the URCS National Committee, coordinating with other PNSs and on the overall FRC portfolio of projects.
MISSIONS AND ACTIVITIES
Responsibilities
Reporting to the Programme Coordinator and working closely with the other members of the French Red Cross (FRC) Delegation team and partners, the Projects Manager will be responsible for the following actions:
- Objective 1 - Ensure strong project coordination for quality project implementation and follow-up at URCS Kharkiv regional branch
- Objective 2 - PMER, Data collection, analysis and reporting
- Objective 3 - Liaison, representation and communication with key stakeholders e.g. URCS Local, Regional and Inter-Regional branches, National Committee, RCRC movement partners
- Objective 4 – Financial and logistical monitoring of the project
- Objective 5 – Ensure technical support to URCS National Committee and the overall technical coordination of FRC UA portfolio
The Project Manager reports to the FRC UA Programme Coordinator.
The Project Specialist based in Kharkiv will report to the Project Manager.
Operational Links
The Project Manager coordinates closely with:
- URCS counterparts, at National Committee and Kharkiv regional and local branches
- HoD
- Technical reference colleagues at the FRC HQs in consultation with the Programme Coordinator
- All the FRC UA delegation
- All relevant counterparts and colleagues within the RCRC Movement
- Local authorities and other partner organisations as needed in coordination and together with the URCS Regional branch
- Representatives of the project's partner organisations and associations (other NGOs etc.)
- At least 3 years’ experience in the same type of position in Project Cycle Management, humanitarian coordination
- Previous experience in conflict-affected areas
- Experience and/or knowledge in communicating with various authorities, international and local partners
- Experience in developing new projects
- Strong sectorial experience in Disaster Risk Reduction/Disaster Management or Health
- Experience in donor reporting and contract/grant management
- Mastery of the project cycle and project management tools
- Experience in managing or coordinating multi-sectoral projects
- Experience or strong knowledge and understanding of PMER/MEAL, logistics and finance
- Experience working with local partners
- Excellent writing skills
- Technical background in Health, Disaster Risk Reduction, Organization Development
- Proficiency in the Office pack (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
- Knowledge of Ukraine context. Knowledge of the Kharkiv region is an asset.
- Good knowledge of or experience in working with the Red Cross/Red Crescent Movement (operations, mandates, etc.)
- Flexibility and quick adaptability
- Restraint, patience and diplomacy in institutional liaison and relationship building
- Ability to work in multicultural team
- Ability to work in complex environment with tight security regulations
- Ability to work under pressure including deadlines
- Excellent command of English required (spoken and written)
- Ukrainian and/or Russian would be a strong asset
- French would also be an asset
- Type of status: expatriate
- Type of contract: Fixed-term contract under French law
- Salary: According to the classification of the position on the CRf grid and the experience of the candidate
- Per diem: daily per diem which varies according to the country
- Leave: 10 to 15 days minimum every 6 months - Airfare paid at 100% by CRF for home travel
- Health coverage: CFE + Mutuelle MSH (covered 100%) - covered at 75% by the CRF
- MedEvac/repatriation insurance: YES
- Other insurances: Provident insurance (death and disability)
- Location: up to 60% Kharkiv, 40% Kyiv - UKRAINE
- Duration: 12 months (renewable)
- Starting date : February 2026
