Background

The Programme Management of Change Procedure is designed to assess, monitor, and control changes against an established and approved baseline. This baseline consists of key deliverables prepared and issued per programme phase, representing approved objectives, technical designs, execution plans, milestone schedules, and cost estimates (“baseline documents”).

At the end of each programme phase, or when predefined re-baseline criteria are met, the baseline is reviewed through a formal stage-gate process and frozen to serve as the foundation for the next phase. Any change impacting the assumptions of the current phase must be managed and controlled in line with the Management of Change Procedure.

As the programme transitions from design to construction, the focus and criteria for change monitoring evolve accordingly. The objective of the Management of Change Procedure is to ensure that significant changes are implemented safely, efficiently, and in a controlled manner, enabling the programme to realize its full value.
