Position Overview
We are seeking an experienced QA/QC Manager for a resident position on the Rogun Dam project in Tajikistan. This is a critical leadership role responsible for establishing, implementing, and maintaining a comprehensive Quality Management System (QMS) across all construction and engineering activities. The successful candidate will oversee quality assurance and quality control operations, manage a dedicated QA/QC team, and ensure compliance with international standards, regulatory requirements, and project specifications.
Duties and Responsibilities
- Plan all the actions to guarantee the implementation of the Project Quality Management System.
- Issue and maintain up to date the documentation of the Project Quality Management System.
- Ensure compliance with regulatory standards, industry best practices, and company policies regarding quality assurance processes.
- Oversee and coordinate the daily operations of the QA/QC department, ensuring all activities align with business goals and customer requirements.
- Ensure the distribution of the ITPs, before actual work / activity starts.
- Ensure that all checking, measuring and testing activities are carried out according to the approved Inspection and Test Plan/s.
- Assure that the result of the inspections planned are adequately recorded in the standard formats / checklists.
- Monitor testing progress, defect trends, and product performance, providing status updates to senior management.
- Coordinate the non-conformities and corrective actions process, along with the Technical Director.
- Ensure the timely collection (by her/his staff) of quality records, including test plans, reports, and defect tracking records, manage the filing / archiving system and assures their traceability.
- Monitor and verify that Subcontractors work complies with applicable codes, standards, and Project Specifications.
- Act as the primary point of contact for the Subcontractors on all quality-related matters.
- Provide guidance and support to Subcontractors to achieve project quality objectives.
- Ensure all quality-related documentation from Subcontractors is properly collected, reviewed, and filed.
- Conduct periodic audits of the Subcontractor's work to ensure adherence to procedures and manage the resolution of quality issues and maintain records of their closure.
- Interface the Site Employer’s Representative for all matter related to Quality Management System through the Project Director.
- Submit the internal Audit Plan to the Project Director for the approval and to the QHSE – Head Office, for information.
- Distribute the audit reports (internal/external) to QHSE – Head Office and Project Director.
- Ensure Management Review of the organization’s quality management system is carried out at planned intervals.
- Establish and maintain a strong communication channel with other departments to ensure quality expectations are met throughout the production process.
- Provide leadership, training, and development opportunities to QA/QC staff to enhance team skills and performance.
- Conduct periodic team performance reviews, offer constructive feedback, and implement continuous improvement initiatives.
- Identify and develop QA/QC personnel certification requirements and continue education/training needs.
- A bachelor’s degree in engineering, Quality Management, or a related field.
- Demonstrable experience as a QA/QC Manager, QA Lead, or similar role, with 5+ years in quality assurance (QA) and at least 2 years in a management position.
- Relevant certification in Quality Management (ISO 9001).
- Proven experience managing QA teams, including training, performance management, and team development.
- In-depth knowledge of quality assurance methodologies, tools, and frameworks.
- Excellent leadership skills with the ability to motivate and inspire a team to achieve quality objectives.
- Strong analytical and problem-solving abilities with attention to detail.
- Advanced ability to communicate effectively, both verbal and written, with all internal organization departments, suppliers, subcontractors, and regulatory authorities, with the ability to present complex information to various stakeholders.
- Strong organisational and project management skills with the ability to manage multiple priorities simultaneously.
- Must have the ability to work within strict deadlines and under pressure while maintaining a professional demeanour.
- Experience in developing and monitoring of project QA/QC budgets.
- Experience in using statistical analysis and quality control tools.
