Job description

  • Plan, execute, and monitor digitalization projects for public services and infrastructure systems in Singapore.
  • Collaborate with various stakeholders, to gather requirements and ensure that the project aligns with public sector objectives.
  • Support the development of project plans, schedules, and budgets.
  • Facilitate communication among team members and stakeholders to ensure that project milestones are achieved
  • Identify potential risks & issues, and assist in developing mitigation strategies, including overall progress management, risk response, & quality control
  • Prepare reports and presentations to communicate project progress to stakeholders and management and if applicable, performance/ fault analysis reports when required by the customer
  • Contribute to process improvement initiatives to enhance operational efficiency
  • Drive project advancement through the use of Agile/Waterfall development methodologies
  • Ensure compliance with policies, laws, and security guidelines
  • Include oversight of cybersecurity protocols and data governance to address infrastructure security needs
  • Vendor/contract management to handle third-party collaborations common in public projects
  • Specify change management to drive user adoption of new systems (e.g. training, workshops)


Job Requirements

  • Bachelor’s degree in computer science, Information Technology, Engineering, or a related field
  • 6-8 years relevant experience with minimum of five (5) years of project management experience in the development and implementation of turnkey projects (experience in digital transformation or public sector projects is preferred)
  • A proven track record of having successfully provided implementation and/or consultancy services for at least one (1) digital transformation or public sector project within the last three (3) years.
  • Advanced project management skills (PMP or PRINCE2 certification is a plus).
  • Familiarity with full-stack development principles and workflows & development processes
  • Knowledge of project management methodologies (e.g., Agile, Scrum, Waterfall)
  • Understanding of IT systems, cloud computing, and data analytics
  • Experience in public sector frameworks & processes
  • Excellent communication and interpersonal skills to engage effectively with diverse stakeholders
  • Experience with project management tools (e.g., Microsoft Project, JIRA, Trello)
  • Experience in working with Singapore-specific regulations (e.g. IM8, PDPA, Cybersecurity Act) and standards for public-sector projects
  • Strong analytical thinking and problem-solving skills
  • Good negotiation skills and cultural awareness for diverse stakeholder engagement
