The Opportunity:
Our client is a large, purpose-driven Federal Government Agency seeking an experienced EL1 Scrum Master / Agile Delivery Lead to support their Learning and Development (L&D) function.
This role will play a critical part in embedding Agile ways of working across learning programs and project-based initiatives. It's ideal for a senior Scrum Master or Agile Delivery Lead who enjoys building frameworks from the ground up, coaching teams, and driving sustainable delivery capability in complex environments.
You'll work closely with L&D teams, product owners, and senior stakeholders to enable high-quality learning outcomes through disciplined, iterative delivery.
- Australian Citizenship required (MANDATORY - Federal Government).
- 12 month initial contract with a strong likelihood of extension.
- EL1 - $602.55 daily rate + Super.
- WFH flexible working arrangements - Based in Richmond or Geelong (2/3 split).
About the role:
The EL1 Scrum Master / Agile Delivery Lead is responsible for establishing and embedding a fit-for-purpose Agile delivery framework tailored to learning and capability development. You will lead Agile ceremonies, uplift team capability, define governance and metrics, and drive continuous improvement across the L&D function.
This is a hands-on leadership role requiring strong facilitation, coaching, and stakeholder engagement skills.
Responsibilities may include but are not limited to:
- Designing, establishing, and embedding an Agile delivery framework tailored to learning and capability initiatives.
- Facilitating core Agile ceremonies including sprint planning, stand-ups, reviews, and retrospectives.
- Coaching and upskilling L&D staff to build long-term Agile delivery capability.
- Partnering with product owners and functional leads to develop and prioritise delivery backlogs.
- Establishing delivery tools, metrics, and reporting to support transparency and performance.
- Identifying and removing delivery impediments, risks, and dependencies.
- Facilitating collaboration across multidisciplinary and geographically dispersed teams.
- Promoting a culture of experimentation, reflection, and continuous improvement
- Providing strategic advice to senior leaders on Agile delivery approaches.
Essential criteria:
- Demonstrated experience establishing and embedding Agile delivery frameworks in a new or evolving function.
- Proven experience as a Scrum Master, Agile Delivery Lead, or Agile Coach in multidisciplinary environments.
- Strong facilitation, coaching, and capability-uplift skills.
- Ability to influence stakeholders and drive cultural and process change.
- Strong analytical and organisational skills with experience using delivery metrics.
- Proficiency with Agile delivery tools such as Jira and Microsoft 365.
- Ability to operate effectively in complex, evolving environments.
Desirable skills and experience:
- Scrum Master or Agile certification (e.g. CSM, PSM or equivalent).
- Experience working within learning and development, capability, or training environments.
- Knowledge of instructional design methodologies (e.g. ADDIE, Agile Learning Models, Waterfall).
- Experience working in public sector or large, complex organisations.
