Title - Development Manager (Looking more for a Engineer/PM background rather than QS)

Location: Dublin 24 - Outside M50

Package: €80K - €100K Base + Bonus + Pension

Role Purpose

As Development Construction Project Manager, you will be responsible for the on-site delivery of housing developments, acting as the developer’s representative from pre-construction through to completion and handover.

This is a site-focused role, suited to someone with strong experience in housing delivery who understands construction sequencing, quality control, programme management, and contractor performance. You will ensure houses are delivered safely, on programme, within budget, and to the developer’s standards.

Key Responsibilities

Site Delivery & Oversight

• Take ownership of day-to-day site delivery of housing projects on behalf of the developer.
• Act as the main on-site point of contact between the developer, contractors, and consultants.
• Monitor contractor performance, sequencing, resourcing, and productivity.
• Identify and resolve site issues quickly to maintain programme and quality.

Programme & Cost Control

• Review and monitor construction programmes and key milestones.
• Track progress against programme and intervene early to prevent delays.
• Review valuations, variations, and cost reports in conjunction with the commercial team.
• Support value engineering and buildability improvements where appropriate.

Quality, Compliance & BCAR

• Ensure works are delivered in accordance with drawings, specifications, and developer standards.
• Monitor quality of workmanship across all trades.
• Oversee snagging, defects management, and close-out.
• Ensure full compliance with Building Regulations, BCAR, and planning conditions.

Design & Technical Coordination

• Coordinate design information during construction and manage technical queries.
• Ensure timely resolution of RFIs and design changes on site.
• Support inspections, testing, certification, and handover documentation.

Contractor & Stakeholder Management

• Chair site meetings and progress reviews.
• Manage relationships with contractors, consultants, utilities, and local authorities as required.
• Ensure health & safety standards are maintained across site operations.

Reporting & Governance

• Provide clear, concise updates on progress, risks, and issues to senior management.
• Escalate issues early with recommended solutions.

Ideal Candidate

• 7+ years’ experience in site-based roles delivering housing developments (Project Manager, Contracts Manager, Senior Engineer, Site Manager background considered).
• Strong understanding of housing construction sequencing, quality control, and BCAR compliance.
• Comfortable working site-based and taking ownership of delivery.
• Practical, solutions-driven, and commercially aware.
• Strong communicator with the confidence to represent the developer on site.
• Degree in Construction Management, Engineering, Quantity Surveying or similar (advantageous but not essential).
