ORGANISATION


INCERT is a centre of expertise managing sensitive IT infrastructures, and delivering solutions and services that relate to cryptography, and identity management. Established since 2012, INCERT is a public agency owned by the State of Luxembourg and the Luxembourg Chamber of Commerce.

INCERT also represents and defends Luxembourg’s national interests at European and international

Within the scope of its business activities, INCERT is now recruiting a Junior Project Manager, full time and as a permanent position.


YOUR REPONSIBILITES


You will have to assume following responsibilities:

 

  • Planning: Defining scope, creating roadmaps, timelines and when possible allocating resources
  • Structure and formalize the overall project management approach to be applied within the agency towards
  • business and internal projects.
  • Execution: coordinating teams, managing budget and facilitating communication.
  • Handle the design, management and follow-up of projects, meaning executing activities such as
  • collecting client requests and needs, (ii) assessing how to answer client needs with internal stakeholders, and
  • (iii) defining the target operating model and project deliverables.
  • Ensure the budget, project schedule and resource allocation are followed as expected, and report any major
  • deviance to INCERT Chief Business Officer.
  • Provide status updates of projects to relevant stakeholders, with agreed key performance indicators, while
  • leading the follow-up meetings internally and with clients.
  • Produce governance, technical and operational documentation associated to the qualified business
  • opportunities.
  • Monitoring & Control: Tracking progress, identifying risks, and ensuring quality.
  • Closure: Ensuring successful delivery and completion of the project

Technical skills and education

 

  • Minimum 3-4 years of professional experience within a similar role.
  • Have a strong knowledge of cryptography and/or identity management technologies.
  • Hold a Master degree or relevant diploma in IT or project management.
  • Strong knowledge in project management principles.
  • Know Agile Framework and V-Cycle
  • Be fluent in French and English.

  • Have the ability to solve issues and take decisions in a timely manner.
  • Ability to understand complex topics and to simplify them for the audience.
  • Have good verbal and written communication skills.
  • Strong team player with the ability to work independently.
