The Head of the CAP section, will oversee the practical development, design, management, coordination and implementation of projects under the CAP for Ukraine.
Furthermore, the post will be responsible for managing two teams of project managers delivering support to Ukraine. The teams will be working from the NATO Representation to Ukraine (NRU).
This role is located within the NRU in Kyiv, Ukraine. Since the beginning of the war in Ukraine, the country is rated by the NATO Office of Security as an extreme risk location. This means that special security measures apply for people assigned or traveling there, which includes restrictions on movement and on accommodation. Moreover, it is essential that NATO International Civilians receive Civilian Pre-deployment Training (CPDT) or similar training, such as Hostile Environment Awareness Training (HEAT), before taking up the assignment or prior to travel.

Lead the implementation of tailored work plans that meet the specific requirements and ensure the successful execution of CAP projects. Proactively advise on resolutions to potential issues with project implementation, ensuring corrective measures are taken as needed. Oversee programme planning and implementation, leading and managing two CAP teams of project managers at the NRU, including Allied personnel and Locally Employed Staff (LES).
Expertise Development
Coordination and management of the practical implementation of the CAP (to include financial reporting and the development of practical tools to support programme implementation) as assigned.
Policy Development
Contribution to the CAP policy planning; drafting documents for public use; engaging with high level national authorities of both Ukraine, NATO and partner nations; representing the NRU at NATO HQ and externally.
Representation of the Organization
Represent the NRU in meetings with high-level Ukrainian authorities, Allies, and partners. Participate in conferences and activities to strengthen partnerships and support Ukrainian reform.
Financial Management
Ensure and oversee the planning, management and effective monitoring of budgets in line with NATO's financial regulations. In conjunction with CAP Programme Management Office at NATO HQ, introduce and implement an integrated Monitoring, Evaluation and Learning (MEL) framework for the CAP programme.
Stakeholder Management
Build and maintain relationships with Ukrainian defence, security and veterans experts, state agencies and Allied stakeholders. Promote best practices and collaboration to support reform efforts. Provide a reach-back link to NATO HQ for additional short-term augmentation of subject-matter expertise to enable support to the role where necessary.
Perform Any Other Duties As Required.
4. INTERRELATIONSHIPS
The incumbent reports to the Deputy Head, NRU, and coordinates and works closely with other sections at the NRU. The incumbent will work closely with other NATO bodies including the NATO Security Assistance and Training for Ukraine (NSATU), the Joint Analysis, Training, and Education Centre (JATEC), and the NATO HQ Ukraine Cooperation and Transformation (UCT) Section.

This post is required for a limited period to support the CAP project. As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract of 1-year duration , which may be renewed for a period of up to 2 years if required to support this project.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 1-year definite duration contract will be offered, which may be renewed for a period of up to 2 years if required to support this project, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

2. QUALIFICATIONS AND EXPERIENCE
The incumbent must:
- a university degree (or military equivalent) in international relations or another relevant discipline;
- a very good understanding of transformation, reform and defence institution building processes;
- at least 6 years' recent experience in working on foreign/security/defence affairs for an International Organisation and/or a national administration;
- extensive experience in Defence and Security Cooperation, in a national or international post;
- significant experience in the development and management of defence and security related capacity building programmes;
- substantial experience in leading teams and people management;
- have the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one; I ("Beginner") in the other;
The following would be considered an advantage:
- previous experience of working in a multi-national organisation or a diplomatic mission, including in programme/project management roles;
- knowledge of NATO’s organisation and policies;
- advanced language skills in in Ukrainian and/or Russian;
- a higher level of the other NATO official language.
- Main Accountabilities
