UNDP positions itself as a development partner that brings global knowledge, through a multi-sectoral approach – the key comparative advantage of UNDP - and concentrates its work on 3 programmatic fields: i) Inclusive and Sustainable Growth, ii) Inclusive and Democratic Governance, iii) Climate Change and Environment.
CCE Portfolio focuses on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy.
Türkiye approved ratification of the Kigali Amendment in March 2021 and ratified on 10 November 2021. The country has progressed in meeting its commitments relevant to the Montreal Protocol and its amendments through implementing several programs, laws, and other policy instruments such as codes and standards. The country has phased-out Ozone Depleting Substances (ODS) and Hydrochloroflourocarbon (HCFC) consumption much beyond the limits established by the Montreal Protocol phase-out schedule, nevertheless, this achievement has also resulted in an increase in Hydrofluorocarbon (HFC) consumption. In this regard, Türkiye has elaborated many national plans that contribute to reducing the consumption of ODS and HFCs, as well as increasing energy efficiency (EE) and cooling demand reduction.
Stage I of the Kigali Implementation Plan (KIP) for Türkiye has been developed by the government of Türkiye through its National Ozone Unit (NOU), which operates within the Directorate of Climate Change of the Ministry of Environment, Urbanisation, and Climate Change (MoEUCC). This project document has been prepared with the support of UNIDO as the Lead Agency and UNDP as the Cooperating Agency. Stage I of the KIP aligns with the cost guidelines for the phase-down of HFCs in Article 5 countries as specified by the Executive Committee Decision 92/37. The Executive Committee approved, in principle, stage I of the KIP for Türkiye for the period 2024–2029 to reduce, by 2029, HFC consumption by 14.4 per cent of the country’s baseline.
Responsibilities
Stage I of the KIP will be implemented in three tranches. Under the stage I of KIP, UNDP will be responsible for:
Component 1: Regulatory framework and control mechanism
Component 2: Project addressing end users (establishing an accredited testing laboratory)
Component 3: Technical assistance and monitoring the use of HFCs as fire extinguishing agents, solvent and propellant in aerosol sector
Component 4: Campaigns on regulation, energy efficiency, and climate change
The Project Associate (PA) will allocate %100 of his/her time to the Kigali Implementation Plan (KIP) for the Republic of Türkiye Project for the whole project’s duration. PA will assist the Project Manager in fulfilling his/her duties and tasks. The PA will be responsible for supporting day-to-day implementation of project activities, drafting progress reports and output-related substantial documentation, as well as liaising with the donor and national and international stakeholders at the institutional level. PA will also provide assistance to other key experts or relevant stakeholders, as deemed necessary by the Project Manager.

- Scope of Work
Project Planning And AWP Formulation
- Support the preparation of AWPs of the Project.
- Support the preparation of the annual budgets and procurement plans of the Project under the coordination of Project Manager and Projects Implementation Administrator.
- Make periodic revisions of AWPs and procurement plans of the Project in consultation with the Project Manager.
- Provide general administrative support to ensure the smooth running of the project management.
- Provide project logistic support to the Project Manager and short-term consultants in conducting different project activities (trainings, workshops, stakeholder consultations, arrangements of study tour, etc.).
- Support the control of budget expenditures by preparing payment documents, Daily Subsistence Allowance (DSA) documents for the project staff and reviewing financial reports.
- Control the usage of non-expendable equipment (record keeping, drawing up regular inventories).
- Keep regular contact with project experts and consultants to inform them about the project details and changes.
- Contribute to the work of the NOU by collecting, compiling, translating and updating relevant project information, official data and reports as required and other NOU activities. Provide English translation as required.
- Draft Terms of References, and other administrative documentation for procurement of goods, services, and consultancies.
- Provide logistical support to the project staff and project consultants, inter alia, for travel arrangements.
- During the visits of foreign experts, manages their visa support, transportation, hotel accommodation etc.
- Support project experts during the implementation and monitoring of site-based joint activities with local stakeholders.
- File and archive all relevant correspondence and project-related documents (tender dossiers, proposals, technical reports, evaluation reports etc.).
- Plan and organize the implementation of project activities according to AWP and project budget. Coordinates implementation with, and between, the project partners, ensuring effective information flows between partners.
- Organize the Project Steering Committee meetings.
- Organize and coordinate project meetings, reviews and site visits.
- Organize project events (meetings, workshops, events, seminars, training).
- Monitor timetable and performance of contractors (consultants, companies) and make necessary amendments thereto.
- Monitor bottlenecks and problems in project implementation, proposes/takes necessary corrective actions as required.
- Prepare inputs to APR and compile project reports according to the project document (monthly reports, quarterly reports, donor reports, final report).
- Draft correspondence, notes, briefs, and other materials and documentation.
- Prepare inputs to tender documents, technical specifications, terms of references, bills of quantities.
- Assist in evaluation of bid and offers, compile and support preparation of documentation (bid opening report, evaluation and selection reports).

- Minimum Qualifications of the Successful NPSA
- Secondary education is required, or
- University Degree in engineering, urban or/and regional planning, climate change, faculty of science or environmental sciences, or related fields will be given due consideration, but it is not a requirement.
- A minimum of 7 years (with high school diploma) or 4 years (with bachelor’s degree) of progressively responsible administrative and at least one (1) year project experience is required.
- Excellent command of office software, such as word processors, spreadsheets, databases.
- Experience in project cycle management in the public or private sector or NGOs or international organizations.
- Experience in budget planning and monitoring.
- Experience in project management as part of national or international organizations, preferably in the area of environment and sustainable development (Montreal Protocol, Climate Change, Waste Management, Chemicals Management, Energy Efficiency, etc.) is highly desirable.
- Experience working in UN Organizations.
- Experience in organizing and coordinating events and activities including planning, organizing logistics, and preparing documentation for hybrid, in-person, and online formats.
- Experience in at least 1 project in collaboration with governmental organizations and/or local governments.
- Additional years of experience working with international institutions/organizations.
- Fluency in written and spoken Turkish and English is required.
