Role Description:
We are seeking a Commercial Lead (Owner Representative) to lead all commercial and cost management activities on behalf of the Client for a large-scale data centre project.
The role is responsible for providing commercial governance, assurance, and strategic oversight across the full project lifecycle, ensuring robust cost control, contractual compliance, and protection of the Client’s commercial interests.
Operating as a senior member of the Owner’s Representative team, the Commercial Lead will work closely with the Project Director, Lead Owner Representative, and discipline Owner Representatives, while acting as the primary commercial interface between the Client, contractors, and consultants.
The Opportunity
This role offers the opportunity to take a leading commercial position on a technically complex, high-value data centre programme. You will influence key commercial decisions, manage risk exposure, and ensure financial transparency and control throughout design, procurement, construction, and close-out.
The position is suited to an experienced commercial professional with a strong background in client-side project delivery, capable of balancing commercial rigour with collaborative stakeholder management.
Responsibilities
- Scope & Delivery Management
- Establish and maintain processes for regular commercial reporting and daily/weekly commercial, QS, and purchasing activities in line with project and Client requirements.
- Lead the commercial management of the General Contractor and vendors on behalf of the Client from project inception through to final account agreement.
- Oversee feasibility appraisals, consultant procurement, contractor procurement, due diligence activities, and alignment of commercial strategy with the delivery programme.
- Maintain control of project budgets, ensuring costs are managed within approved limits through accurate forecasting, contingency management, and cost assurance.
- Support the development of business cases, including development appraisals, cost plans, lifecycle cost analyses, and financial evaluations.
- Support procurement strategies, including tender documentation, PQQ processes, supplier selection, contract negotiations, and risk allocation.
- Ensure compliance with agreed cost control procedures, contract programme requirements, and commercial governance standards.
2. Stakeholder Coordination
- Manage the Client relationship from a commercial perspective, ensuring transparency, trust, and successful agreement of final accounts.
- Act as the senior commercial liaison between the Client, contractors, design teams, and consultants, providing proactive commercial input to project decisions.
- Provide commercial support and guidance to both construction and development teams.
- Engage closely with the Project Director and Lead Owner Representative to align commercial strategy with project objectives and protect the Client’s commercial position.
3. Risk & Compliance Management
- Develop, maintain, and monitor the project commercial risk register, including identification of cost risks and mitigation measures.
- Review and vet main contracts and key commercial terms, identifying and advising on commercial risks within the supply chain.
- Provide commercial assurance of project margin and cost performance through accurate forecasting, cash flow management, and early identification of risk exposure.
- Monitor contractor compliance with contractual obligations and provide advice to the Client on commercial and contractual matters.
- Provide preliminary advice on contractor claims, extensions of time, and loss and expense, liaising with legal and specialist advisors where required.
4. Reporting & Documentation
- Prepare and review progress applications, cost reports, and monthly commercial and management accounts for the project.
- Produce accurate and timely commercial reports covering cost, programme impact, risk exposure, and financial performance.
- Report directly to the Project Director and Lead Owner Representative on commercial issues, financial position, and emerging risks.
- Provide data-driven analysis of commercial issues and risks to support Client and senior management decision-making.
- Ensure accurate and auditable records of all commercial communications, contracts, approvals, and change documentation.
5. Collaboration & Integration
- Work collaboratively across all project functions, including construction, development, cost, schedule, and project management, to provide integrated commercial oversight.
- Coordinate with Project Management and Schedule Management teams to ensure commercial alignment with programme status and forecast outcomes.
- Provide leadership, coaching, and mentoring to junior commercial team members.
- Lead or contribute to lessons learned sessions, capturing commercial and contractual insights to inform future projects.
In Country Requirements:
- On-Site Requirement: Candidates are required to be on-site full-time; however, they are not expected to reside in the country full-time.
- Rotation Cycle: If required, the candidate can work on a 10-4 rotation cycle over a two-week period. Alternatively, a 5-2 workweek rotation may be considered if the candidate can be on-site by 12:00 on Monday and remain until 15:00 on Friday.
- Travel Allowance: A monthly flight allowance is provided.
- Accommodation: Suitable accommodation located within 45 minutes of the site will be arranged and covered by the company.
- Transportation: Employees with a valid driving licence will be eligible for the use of an in-country leased vehicle.
- Living Costs: The company will cover other associated in-country living expenses to ensure a smooth and focused project experience.
Qualifications
- Degree in Quantity Surveying, Commercial Management, Construction Economics, or a related discipline.
- Professional accreditation (e.g. RICS or equivalent) desirable.
- Significant experience in client-side commercial management on large, complex construction projects, ideally within data centres or mission-critical environments.
What Experience We Are Looking For
- Minimum 12+ years' experience in project delivery, ideally within mission-critical projects.
- Proven experience operating as a senior commercial lead or client-side commercial manager.
- Strong understanding of commercial, contractual, and cost drivers across the full project lifecycle.
- Experience managing high-value contracts and complex supply chains.
- Ability to provide clear commercial leadership while maintaining strong stakeholder relationships.
- A structured, analytical, and proactive approach to protecting the Client’s commercial interests.
