Job Description
ICT Governance Expert
Role type :- Permanent
Location :- Oman
Role Purpose
The ICT Governance Expert will support government and semi-government entities in Oman by establishing, implementing, and overseeing ICT governance and digital transformation governance frameworks. The role ensures alignment with national regulations, organizational strategy, and international best practices while enabling effective oversight of ICT initiatives and digital programs.
Key Responsibilities
ICT Governance & Compliance
- Establish and maintain ICT governance frameworks aligned with Omani regulations and international standards (e.g., COBIT, ISO 38500, ITIL).
- Develop, review, and enforce ICT policies, standards, procedures, and governance registers.
- Ensure compliance with data protection, information security, and digital governance requirements.
Digital Transformation Governance
- Provide governance oversight for digital transformation initiatives and emerging technology programs (cloud, data platforms, AI/ML, analytics).
- Monitor execution of digital roadmaps, benefits realization, risks, and performance indicators.
- Ensure ICT initiatives align with national digital objectives and Vision 2040.
- ICT Strategy & Planning
- Support ICT and digital transformation strategy development and periodic reviews.
- Contribute to current-state assessments and target operating model definition.
- Define ICT governance KPIs and performance reporting mechanisms.
Program & Project Governance
- Oversee governance of major ICT programs and projects.
- Review project plans, progress reports, risks, and deliverables.
- Support steering committees and senior management with governance insights.
Qualifications & Experience
Education
- Bachelor’s or Master’s degree in Information Technology, Computer Science, Information Systems, Digital Transformation, or related field.
Experience
- 15+ years of experience in ICT, digital transformation, or technology consulting.
- Strong experience in ICT governance, ICT strategy, and large-scale digital programs.
- Experience working with government or regulated environments (Oman / GCC preferred).
Certifications (Preferred)
- COBIT, ITIL, TOGAF, or equivalent ICT / Enterprise Architecture certifications.
- Project or Program Management certification (PMP / PgMP preferred).
