Registration Intelligence Specialist

We are looking for a Registration Intelligence Specialist to support the rollout and enforcement of the organization's e-invoicing system by identifying taxpayers that have not registered, have not onboarded correctly, or are misaligned with e-invoicing registration requirements. The role reviews potential cases of non-registration, incomplete onboarding, or incorrect registration using internal and external data sources, validates findings from a business and operational perspective, and coordinates with relevant units to ensure follow-up action. The role supports intelligence-led monitoring of e-invoicing registration coverage and contributes to improving detection rules, procedures, and reporting related to e-invoicing adoption.

Key Responsibilities:

Detection & Case Analysis

• Analyze internal and external datasets to identify taxpayers required to register for e-invoicing but who are not registered, partially onboarded, or incorrectly registered.
• Conduct case-level reviews from a business perspective, validate onboarding status, and prepare summaries for referral to registration, onboarding, or compliance teams.
• Monitor outcomes of reviewed cases to refine indicators and improve detection of e-invoicing non-registration patterns.

Data Quality & Cross-Checks

• Perform data checks to identify gaps, mismatches, or inconsistencies between e-invoicing registration records and existing taxpayer data (including Dhareeba).
• Coordinate cross-checks with approved government or third-party data sources to support identification of taxpayers subject to e-invoicing requirements.
• Contribute to improving the completeness and reliability of e-invoicing registration and onboarding data from an operational standpoint.

Procedures, Intelligence Rules & Improvement

• Apply and maintain operational procedures, detection checklists, and case review templates related to e-invoicing registration intelligence.
• Provide business feedback to support the enhancement of detection rules, thresholds, and intelligence logic used to identify non-registered or non-compliant e-invoicing cases.
• Support validation of updated detection logic and reporting outputs to ensure accuracy and operational usability.

Collaboration & Reporting

• Coordinate with e-invoicing registration, onboarding, and compliance teams to share intelligence findings and support targeted follow-up actions.
• Prepare concise intelligence reports and trend summaries highlighting e-invoicing non-registration patterns, onboarding gaps, and recurring issues.
• Contribute to the development of practical intelligence materials, such as typologies and examples, to support consistent identification of e-invoicing non-registration cases.

Preferred Qualifications & Experience:

Preferred qualifications

• Bachelor’s degree in Accounting, Taxation, Economics, Data Analytics, Information Systems, or a related field.
• Master’s degree or professional certification in data analytics, compliance, or audit is an advantage.

Preferred experience

• 9+ years’ experience in taxpayer monitoring, compliance analytics, or related data management functions within government or public-sector organizations.
• Strong understanding of data validation, registration processes, and analytical case review methods.

Technical & Other Skills

• Proficiency in data analysis, case review, and the use of monitoring tools and dashboards.
• Strong analytical, organizational, and coordination skills.
• Effective communication and attention to accuracy and timeliness.

Minimum Qualifications & Experience

Minimum Financial Grade: 4th Financial Grade

Minimum Experience (by qualification):

• PhD / Doctorate - 5 Years
• MSc / Masters - 8 Years
• BSc / Bachelors - 9 Years
