Team Lead / Project Manager

Location: Luxembourg (frequent on-site presence)

Start date: April 2026

Duration: Until May 2027, with possible extension until December 2028

Contract: Freelance only


Tasks:

  • Act as Team Leader, managing content delivery and coordinating all activities requested by the client under multiple Task Orders
  • Understand client needs and help design services related to financial instruments, including identifying and mobilising appropriate experts
  • Discuss and agree long-term and short-term Task Orders with the client’s designated manager
  • Prepare and manage each Task Order through all phases including design, implementation, monitoring, and reporting
  • Supervise the production of required deliverables such as Intermediate Reports and Completion Reports
  • Ensure the availability of suitably qualified experts for each approved Task Order
  • Set up, lead, and manage a multicultural expert team in line with agreed Terms of Reference
  • Manage budgets and expenditure, including tracking expert working days per Task Order
  • Coordinate and oversee an indicative average of around 30 Task Orders per year
  • Ensure effective communication and coordination across multiple stakeholders in a complex project environment


Qualifications and Skills:

  • Bachelor’s degree in Business Administration, Economics, Engineering, Law, Local or Regional Development, Communication, IT, Learning and Development, Political Science, or a related field
  • Minimum 7 years of experience in project management roles, including staff or expert management
  • Proven ability to structure, prioritise, and manage multiple parallel projects
  • Strong leadership skills with demonstrated experience leading teams delivering communication and capacity-building services
  • Proven experience managing and delivering complex communication and event management projects
  • Project management certification preferred; professional certification considered an asset
  • Excellent command of UK Standard English, both written and spoken
  • Excellent command of French is an asset; additional EU languages are a plus


Professional Experience:

  • At least 5 years of senior-level experience delivering communication and capacity-building services to EU Institutions, International Financial Institutions or Organisations, managing authorities, or similar bodies
  • Proven experience as a team leader managing multicultural expert teams in multi-stakeholder environments
  • Experience with EU financial instruments is considered an asset
