INCERT is a center of expertise providing services and solutions based on knowledge and experience acquired in cryptography, Public Key Infrastructure (PKI), eTravel document, biometry and artificial intelligence.        

"Established since 2012, INCERT is a public agency owned by the State of Luxembourg and the Luxembourg Chamber of Commerce. INCERT also represents and defends Luxembourg’s national interests at European and international organizations.

Within the scope of its current activities and its incoming ones, INCERT is now recruiting a Java Developer full-time, and as a permanent position.


What you’ll work on


You’ll help build and evolve a high-impact SaaS platform delivering security-critical services:

cryptography, PKI, key management, traceability, and secure integrations.


This is not “just another backend role” — it’s about engineering trust at scale.

 

Your mission


- Design and develop secure and robust services at the core of our security & cryptography platform.

- Shape APIs and services used to protect identities, keys, and sensitive data.

- Contribute to platform reliability by working closely with operations to bring solutions to production and make them shine.

- Build internal tooling and automation that improves developer and operational efficiency

- Produce clear, useful documentation.

- Be part of a team where security, quality, and architecture actually matter.



What we’re looking for


We’re looking for a strong, experienced developer, with deep Java expertise and solid engineering fundamentals.


Core technical profile


You are proficient and confident in Java, and comfortable designing modern systems:


-         Backend engineering:

o  Advanced backend engineering using the Spring ecosystem.

o  Strong experience with cross-cutting concerns such as security, authentication/authorization, and request lifecycle management.

o  Deep understanding of Spring Security concepts (filters, security chains, OAuth/OIDC integration).

o  Proven use of AOP and aspect-oriented design to implement concerns like security enforcement, , auditing, tracing, and policy control.

o  Clean, maintainable code practices supported by structured logging and clear architectural boundaries.


-         Data & persistence: Hibernate/JPA, SQL databases.


-         APIs & interfaces: REST controllers, WebSockets, gRPC.


-         Frontend awareness: comfortable working with modern frameworks, especially React.


-         Strong grasp of design patterns and clean architecture.


-         Containerized environments: Docker and Kubernetes are part of your daily toolkit.



Strong differentiators (not hard requirements)


Experience or strong interest in the following will really make you stand out:


- Cryptography & security domains: PKI, key management, PKCS#11.

- Secure software design principles: confidentiality, integrity, availability.

- Messaging & data infrastructure: RabbitMQ.

- Databases: MariaDB and PostgreSQL.

- Security-first mindset in design, development, and operations.

Languages


- Fluent in English and French.

- Luxembourgish and/or German are a plus.
