R&D and Project Manager

For our client operating in the Defense Industry and Advanced Technologies, for whom we provide recruitment consultancy services, we are looking for an “R&D and Project Manager”.This role covers not only operational management, but also the design, establishment, and sustainable scaling of an organizational and technological structure.

Job Description

• Creating and implementing the establishment plan for the R&D and production structure to be set up in Baku
• Planning facility layout, laboratories, test infrastructure, and security areas
• Defining R&D, prototyping, system integration, and production processes
• Managing product development roadmaps and project plans
• Establishing approaches for requirements management, documentation, change management, and verification
• Managing design-to-production transition and industrialization processes
• Establishing quality systems, traceability, and test-verification disciplines
• Building and managing local and international supplier and subcontractor networks
• Forming and developing R&D, production, quality, test, and project management teams
• Establishing budget management, performance indicators, risk management, and reporting structures

Qualifications

• Willingness to work full-time and on-site in Baku
• Minimum 10 years of experience in defense industry, aerospace, system integration, radar, electronic warfare, or similar advanced technology fields
• Proven experience in establishing and scaling R&D, production, or technology organizations from scratch
• End-to-end management experience across design, verification, industrialization, and production processes
• Experience in managing large, multidisciplinary engineering teams
• Strong leadership and decision-making skills in high-pressure, multi-stakeholder project environments
• Advanced level of English proficiency (written and spoken)
• Experience in international projects or in establishing facilities and teams in different countries
• Program or project management certifications
• Experience working in highly regulated and security-sensitive environments
