HR Manager
Our client, a global investment firm with a team of 30 professionals across multiple jurisdictions, is seeking an experienced HR Manager to establish and lead its HR function. This newly created role, based in Luxembourg, will oversee all aspects of human resources - ranging from policy development and compliance to talent management and employee experience. The successful candidate will also be responsible for implementing HR systems and processes to support the firm’s growing international operations.

Your Responsibilities
- Take full ownership of HR operations across multiple international jurisdictions
- Develop and maintain HR policies, processes, and governance appropriate for a regulated investment manager
- Manage multi-country payroll and compensation processes in coordination with local providers
- Lead annual salary reviews, bonus processes, and benchmarking of benefits
- Introduce and run a structured performance management and appraisal framework
- Oversee recruitment and onboarding from role definition to offer and integration
- Advise management on workforce planning, organisational design, and employee relations
- Design and coordinate learning, development, and compliance training initiatives
- Drive engagement, collaboration, and cultural cohesion across offices
- Select, implement, and manage an HR system to streamline data, records, and reporting
- Maintain accurate HR data and ensure GDPR compliance
- Own the HR budget, supporting financial planning with reliable people cost inputs
Your Profile
- Proven experience in Luxembourg a standalone or lead HR role within a small to mid-sized international organisation
- Strong understanding of multi-country payroll, HR administration, and employment law
- Confident working directly with C-suite executives and senior stakeholders
- Demonstrated experience implementing or managing HR systems (HRIS platforms)
- Skilled in Excel for budgeting and forecasting
- Organised, proactive, and commercially minded, with a balanced and pragmatic approach
- Strong communicator who is discreet, trustworthy, and skilled at building relationships across all levels
- Fluent in English
